About the Role

This position serves under the general direction of the Chief, Engineering and Construction Division. The role carries out mission objectives and responsibilities within the framework of appropriate directives, regulations, and policies.

As Chief of the Design Branch, you will direct a significant segment of the Corps engineering design program and serve as the senior technical advisor to the Chief, Engineering and Construction Division, the District Engineer, and staff regarding engineering design matters.

Responsibilities

• Perform Branch program management, personnel supervisory and non-supervisory technical review, and administrative work necessary for the development, planning, and administration of assigned Branch functions in accordance with the District Mission.
• Oversee District engineering design for project-oriented workload, accomplished by civil engineers, mechanical engineers, architects, structural engineers, electrical engineers, and others involved in civil works efforts.
• Exercise administrative authority and responsibility for all aspects of Branch administrative and supervisory workload relative to subordinate supervisory and non-supervisory staff.
• Exercise delegated resource management authority personally and through subordinates (supervisory and non-supervisory) in Sections to promote productivity, effective program and resource management, and high morale.
• Develop and implement a comprehensive training program for design facilities.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

• This position requires a 1-year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
• Direct deposit of pay is required.
• This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry and annually thereafter.
• One-year supervisory trial/probationary period may be required.
• Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.

Basic Requirements:

• For Civil Engineer (0810), Mechanical Engineer (0830), and Electrical Engineer (0850) Series: OPM Basic Requirement.
• For Architect (0808) Series: OPM Basic Requirement.
• For Landscape Architect (0807) Series: OPM Basic Requirement.

GS-14 Specialized Experience: One year of specialized experience which includes:

• Managing program resources, such as workload, staffing, budgets, or contracts, to support organizational objectives.
• Directing engineering design work for complex projects, including planning, coordinating, or reviewing engineering activities.
• Leading professional staff by assigning work, evaluating performance, and/or providing technical or administrative guidance.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). No substitution of education for experience is permitted for this position.

Selective Placement Factor: The duties of this position require the incumbent to possess and maintain a license/registration as a Professional Engineer (PE). This license must be in good standing and issued by any one of the 50 states or its territories. You are required to submit your up-to-date PE license with your application package.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program, or full credit has been given for the courses at a U.S. accredited college or university.
