About the Role

This position involves providing technical expertise and oversight for cost, risk, and schedule development processes within the District's civil works projects. The role serves as a technical advisor on cost engineering and specifications and directs staff in preparing and reviewing cost estimates for planning and budgetary purposes.

Responsibilities

• Provide technical expertise and oversight for cost, risk, and schedule development processes.
• Coordinate with other organizational elements of the District to schedule civil works projects for bid solicitations.
• Compare Government estimates with contractors' bids and furnish analysis to support contract award decisions.
• Serve as a technical advisor on all matters pertaining to cost engineering and specifications.
• Direct staff preparing and/or reviewing cost estimates for planning and budgetary purposes.
• Develop Engineering Division and/or other technical office input for various studies and projects.
• Apply cost engineering products, processes, and policies effectively.
• Serve on Project Delivery Teams (PDT) to provide specialized cost input and cross-train teams.
• Provide Independent Government Estimates (IGE) and conduct cost and schedule risk analyses.

• Must possess and maintain a license/registration as a Professional Engineer, Professional Geologist, Registered Architect, Certified Cost Consultant, or Certified Cost Engineer in good standing, issued by any U.S. state or territory. (Proof required with application.)
• Must meet the education and experience requirements for the position, including specialized experience at the GS-12 level or equivalent.
• Foreign education must be evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to a U.S. education program.
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• Proof of U.S. Citizenship is required.
• This position requires a 1-year probationary period.
• Direct deposit of pay is required.
• Must submit a Confidential Financial Disclosure Report (OGE450) upon entry and annually thereafter.

Qualifications

To qualify for the GS-13 level, you must have one year of specialized experience that includes:

• Developing Engineering Division and/or other technical office input for various studies and projects.
• Applying cost engineering products, processes, and policies effectively.
• Serving on Project Delivery Teams (PDT) to provide specialized cost input and cross-train teams.
• Providing Independent Government Estimates (IGE) and conducting cost and schedule risk analyses.

Applicants must have held a General Schedule (GS) position within the last 52 weeks and have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education may not be substituted for experience for this position.
