Interdisciplinary (Gen Eng/Arch/Civ Eng/Env Eng/Mech Eng/Elec Eng/Geo).

This position involves serving in key roles on assigned construction projects, including Administrative Contracting Officer, Contracting Officer's Representative, and Construction Technical Lead.

Responsibilities

• Act as Construction Contract Administration Subject Matter Expert with duties as Administrative Contracting Officer and Contracting Officer's Representative.
• Manage and direct Branch activities related to office engineering and quality assurance for the Construction Branch.
• Participate in conferences with representatives of higher authority, contractors, resident engineers, area engineers, and other District officials.
• Investigate controversial situations with contractors that may lead to formal claims, including contract changes, labor strikes, unfavorable weather, or unforeseen working conditions.
• Coordinate with Engineering and Construction Division officials to initiate changes in plans and/or specifications.
• Oversee and perform contract administration phases of processing change orders.
• Provide quality control by serving on District Quality Control (DQC) and Agency Technical Review Teams for complex projects.
• Visit construction projects to confer with resident and area engineers, contractors, and suppliers to monitor progress and ensure compliance with contract plans and specifications.

Qualifications

To qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Basic Requirements:

• For General Engineer (0801), Civil Engineer (0810), Environmental Engineer (0819), Mechanical Engineer (0830), and Electrical Engineer (0850) Series: Refer to the OPM Basic Requirement.
• For Architect (0808) Series: Refer to the OPM Basic Requirement.
• For Geologist (1350) Series: Refer to the OPM Basic Requirement.

GS-13 Specialized Experience: One year of specialized experience which includes:

• Providing technical review of plans, specifications, and contractor submittals for large, complex civil works or military construction projects.
• Managing all phases of construction projects, including planning, coordination, resource management, and/or risk mitigation.
• Communicating information and project requirements effectively to senior leadership, project teams, and/or external stakeholders.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education: If using education completed in foreign colleges or universities to meet qualification requirements, you must show that the education credentials have been evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to a U.S. accredited program. Pay

Salary includes applicable locality pay or Local Market Supplement. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
