SUPERVISORY INSTRUCTIONAL SYSTEMS SPECIALIST.

About the Role

You will develop curriculum for a wide range of enlisted career occupational paths, focusing on educational and training instruction grounded in learning theories, principles, methods, and broad instructional techniques.

Responsibilities

• Plan, develop, and provide curriculum development support, including identifying personnel, equipment, facilities, and other resources for innovative and experimental training programs.
• Design or evaluate the effectiveness of current and proposed curriculum using relevant theories and instructional design principles.
• Develop statements of work to support curriculum development through contract management and acquisition processes.
• Utilize various information technology and computer software applications (e.g., AIM, CeTARS, NeL) for all phases of curriculum development.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to specific provisions.
• Males born after December 31, 1959, must be registered for Selective Service.
• Supervisors in the executive branch have a heightened responsibility for advancing government ethics and must review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to do so may result in withdrawal of a job offer or removal.

Qualifications

In addition to the Basic Requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes:

• Advising personnel on learning theories, principles, methods, and instructional techniques.
• Developing solutions to instructional program issues.
• Developing curriculum in accordance with learning objectives.
• Evaluating instructional programs for effectiveness and efficiency in the subject area.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience.

Education

Applicants must meet the following education qualifications:

• Successfully completed a 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree, including or supplemented by at least 24 semester hours appropriate to the position.
• Coursework must include study in at least four of the following five areas:
  • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  • Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to improve instructional effectiveness.
  • Educational evaluation: Study of techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  • Instructional product development: Study of techniques for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  • Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
