INSTRUCTIONAL SYSTEMS SPECIALIST.

Responsibilities

• Analyze and validate learning objectives, hierarchies, and instructional strategies.
• Support Training Validation Identification (TVI) and Training Task Analyses to provide expert Instructional Systems Design (ISD) oversight.
• Lead and manage complex, in-house and contractor-led curriculum development projects.
• Develop and administer surveys and conduct statistical analysis.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to specific provisions.
• Males born after 12-31-59 must be registered for Selective Service.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• Successful completion of a pre-employment drug test (including marijuana) is required.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Solving training issues by performing Training Situation Analyses and Job-Task Analyses to support the functional design and development of training systems.
• Writing technical reports to document the conclusions of analyses and evaluations.
• Using computer-based systems and applications to support curriculum development and maintenance.
• Monitoring and evaluating curriculum to ensure it meets agency requirements.
• Gathering and analyzing input from a variety of sources to identify training needs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills.

Education

Applicants must meet the following positive education qualifications requirements:

Basic Requirements: Degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

• Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
• Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
• Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
• Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
• Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
