INSTRUCTIONAL SYSTEMS SPECIALIST.

Responsibilities

• Analyze training requirements and design courseware based on established Instructional Systems Design (ISD) models.
• Design specific, measurable learning objectives using frameworks like Bloom’s Taxonomy to develop learning objectives, course outlines, lesson plans, storyboards, and assessment instruments.
• Monitor training indicators, apply data-driven statistical analysis, and implement practical, intuitive, and experimental processes designed to increase the quality and effectiveness of training programs.
• Ensure the technical integrity of curriculum data through administration and direct data entry into enterprise systems (such as AIM, CPM, LOM, CeTARS, LEAD) and various Learning Management Systems (LMS).
• Validate test item banks, apply instructional measurement methods, and advise leadership on training administration policies (such as the NAVEDTRA 142 series) to ensure compliance with National Accreditation requirements.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Applying adult learning theories, educational psychology, and frameworks like Bloom's Taxonomy to conduct training needs assessments and task analyses for highly technical organizational missions (e.g., Joint Service EOD and Diving).
• Utilizing advanced educational technologies—including Generative AI, Adobe Captivate, and Interactive Multimedia Instruction (IMI)—to optimize curriculum design workflows and increase productivity.
• Ensuring the technical integrity of curriculum data through the administration and direct data entry into enterprise systems (such as AIM, CPM, LOM, CeTARS, LEAD), and various Learning Management Systems (LMS).
• Validating test item banks, applying instructional measurement methods, and advising leadership on training administration policies (such as the NAVEDTRA 142 series) to ensure compliance with National Accreditation requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

• Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
• Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
• Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
• Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
• Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
