Supervisory Human Resources Specialist (Director)
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Enterprise Services, Office of Human Resources Management, Talent Management Directorate, CBP Hiring Center located in either Bloomington, MN or Minneapolis, MN. Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above.
About the role
As the Director, you will have delegated authority and oversight of the CBP Hiring Center, which provides comprehensive classification, staffing, and coordination of pre-employment services to all program offices within CBP. This position manages a group of first and second-line Supervisory Human Resources Specialists and oversees the routine day-to-day operations of the Division in the areas of frontline and mission support personnel.
Duties
- Manage a group of first and second-line Supervisory Human Resources Specialists and oversee the routine day-to-day operations of the Division in the areas of front-line and mission support personnel.
- Identify and solve particularly complex and sensitive problems and issues arising in the areas of customer relationships, including those involving apparently conflicting regulations and/or laws.
- Resolve differences between line managers and staff elements when proposing alternative structures and transitional plans to achieve an efficient and effective organizational structure.
- Develop a strong working relationship with key CBP staff in order to develop solutions to difficult HR issues and problems.

Qualifications
Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Creating and delivering briefings and strategic reports to senior leadership that shape organizational priorities, resources decisions, and talent management strategies.
- Leading process redesign and improvement initiatives to strengthen efficiency, accuracy, and timeliness across HR operations.
- Directing projects and HR modernization, workforce planning, and recruitment initiatives that enhance an organization's talent management capabilities and operational efficiency.
- Providing strategic counsel to senior leadership on workforce risks, opportunities, and HR policy implications to advance mission-ready staffing objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

- Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/10/2026.
Pay
This position starts at a salary of $161,291.00 (GS-15, Step 1) to $197,200.00 (GS-15, Step 10).

Additional Information
- Background Investigation: U.S. Customs and Border Protection (CBP) requires all applicants to undergo a thorough background investigation prior to employment to promote the agency's core values of vigilance, service to country, and integrity.
- Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Exceptions may apply if you meet specific conditions.
- Probationary Period: All employees new to the federal government must serve a one-year probationary period during the first year of their initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may also be required to serve or complete a probationary period.
- Supervisory Probationary Period: You may be required to serve an 18-month probationary period upon appointment.
- Leadership Training: All newly appointed Supervisory GS-15s are required to complete mandatory training, including 5 weeks of in-residence training in Harpers Ferry, WV. This training may be waived if previously completed.
