Supervisory Human Resources Specialist (Chief - Training, Quality Assurance & Data Analytics).

Responsibilities

  • Develops weekly, monthly, quarterly, and annual training plans for personnel assigned to the HRC.
  • Ensures that training milestones and goals are met while adhering to the approved training budget.
  • Conducts extensive planning and data analyses activities in overseeing the design and evaluation of training processes, including workshops, seminars, and conferences.
  • Drafts/proposes annual budgets for training activities under the oversight of the Training Deputy, and monitors expenditures throughout the fiscal year.
  • Develops short- and long-range plans and recommendations to meet organizational goals, objectives, and changing needs.
  • Evaluates overall program accomplishments and significant contributions in terms of overall agency goals, and capitalizes on state-of-the-art technology to analyze trends and measure results.
  • Prepares reports, maintains records, and provides information to Training Deputy and Director on performance of the team and individuals.
  • Represents the team in meetings and dealings with others on related issues.
  • Serves on VA and/or VBA-wide task forces, integrated project teams, etc., to investigate, develop, and implement new initiatives in managing training programs, professional and occupational development.
  • Applies utmost discretion when handling sensitive discussions, decisions, or information that may be controversial or in early stages of development.

Requirements

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 08/03/2026.

Time-in-Grade Requirement: For a GS-14 position, you must have served 52 weeks at the GS-13 level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 showing your time-in-grade eligibility must be submitted with your application materials.

Basic Requirement: To qualify for a Human Resources (HR) Specialist GS-0201 position, candidates must meet one of the following:

  • Method 1: One year of HR specialized experience equivalent to the GS-13 level of the Federal Government or higher.
  • Method 2: Successful completion of a bachelor's degree (or higher).
  • Method 3: A combination of six months of general administrative, professional, or technical work experience (equivalent to at least the GS-13 level) AND one of the following:
    • Successful completion of at least 12 credit hours of college-level coursework related to business, HR, psychology, organizational development, or other related coursework.
    • Successful completion of at least four formal training courses in HR.
    • Successful completion of a formal certificate program related to HR, psychology, organizational development, or other relatable subject area.
    • Current professional HR certification through a nationally recognized entity such as the Society of HR Management (SHRM).

Minimum Qualifications Requirement: In addition to the basic requirement, your application must demonstrate successful performance of the duties at the GS-14 level.

Specialized Experience (GS-14 Level): Applicants must have one year of specialized experience equivalent to the GS-13 level, defined as:

  • Managing a Title 5 human resources training and development program related to Title 5 recruitment and staffing.
  • Implementing, advising, and managing human resources employees, supervisors, and senior leaders in recruitment, staffing, and personnel action processing training programs.
  • Developing organization strategies, goals, and deliverables related to Title 5 recruitment and staffing programs (e.g., regular/recurring reports, policies, standard operating procedures, memorandums of understanding, performance plans, briefings).

Education Substitution: Three years of progressive specialized experience equivalent to at least the GS-12 grade level AND a graduate-level degree or higher in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership, and/or humanities.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.

Physical Requirements: This work normally involves mental rather than physical exertion. The position is primarily sedentary with some walking, standing, bending, stooping, and carrying of lightweight items (e.g., folders, files).

Schedule

  • Work Schedule: Full Time, Monday - Friday, 8:00 a.m. - 4:30 p.m.
  • Compressed/Flexible: Available.
  • Telework: Eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized.
  • Virtual: This is not a virtual position.
