About the Role
This is a full-performance-level supervisory position sharing delegated authority with the Human Resources Officer to lead the overall planning and direction of HR programs for the organization.
Responsibilities
- Facilitate the implementation and achievement of VA’s strategic goals by providing substantive recommendations through human resources consultations and functions.
- Exercise managerial and operational control over a network of human resources specialists providing administrative and technical support to managers and staff enterprise-wide.
- Provide guidance on all human resources staffing, recruitment, and benefits-related activities, including planning and executing internal and external recruiting and delegated examining programs.
- Formulate, communicate, and implement policy on all human resources, payroll, and related programs enterprise-wide.
- Provide professional services and guidance to management and supervisory levels on human resources principles, techniques, and technical advice on statutory, regulatory, and procedural requirements.
- Develop goals and objectives that integrate administrative and human resources objectives to align with the organization’s mission and strategic goals.
- Initiate, develop, and conduct special studies to improve the delivery, effectiveness, and efficiency of human resources services.
- Compose complex correspondence related to the delivery, administration, and legality of human resources functions for high-level agency officials.
Requirements
- U.S. citizenship is required.
- Selective Service Registration is required for males born after 12/31/1959.
- Must serve a 1-year probationary period if not previously completed in a Federal position.
- Subject to background/security investigation.

- Must serve a one-year supervisory probationary period if not previously completed in a Federal position.
Qualifications

Basic Requirement
Applicants must meet one of the following methods:
- Merit-Based Method: One year of specialized experience applying basic HR concepts, laws, principles, policies, methods, practices, and/or HR systems, equivalent to at least the GS-4 level of the Federal Government.
- Education-Based Method: Successful completion of a bachelor’s degree (or higher).
- Training-Based Method: Six months of general experience (equivalent to at least the GS-4 level) plus one of the following:
- 12 credit hours of college-level coursework in HR, business, industrial relations, psychology, public administration, or related fields.
- 4 formal training courses in HR from VA, Federal agencies, or external organizations (e.g., HRCI, HR University).
- Completion of a formal certificate program in HR or related fields from an accredited institution.
- Current professional HR certification (e.g., SHRM, HRCI, IPMA, ASHHRA).
GS-14 Grade Level Specialized Experience
Applicants must possess one of the following:
- Graduate-level degree or higher and 3 years of progressive specialized experience equivalent to at least the GS-12 grade level.
- One year of specialized experience equivalent to at least the GS-13 level, including:
- Leading or administering HR development, employee development, organizational development, or enterprise-wide learning and training programs.
- Developing and implementing strategic workforce development, leadership development, and organizational effectiveness initiatives.
- Providing technical and strategic advice to executive leadership on workforce capability and human capital development.
- Planning, directing, evaluating, and improving HR training programs using performance metrics and data-driven analysis.
- Leading cross-functional projects and organizational change initiatives to improve workforce performance and operational effectiveness.
- Supervising HR professionals responsible for training, instructional design, or workforce planning.
- Applying Federal HR laws, regulations, OPM standards, VA policies, and merit system principles.
- Managing multiple priorities, allocating resources, and collaborating with senior leaders to achieve organizational goals.
Volunteer experience, including work through National Service programs (e.g., Peace Corps, AmeriCorps) or other organizations, may be credited.
Time-in-Grade Requirement
Current Federal employees must have served 52 weeks at the GS-13 level within the past 52 weeks.
Schedule
- Full-time, Monday through Friday.
- Compressed/flexible schedules are available.
- Eligible for situational (ad hoc) telework with supervisory approval; routine or recurring telework is not authorized.
- Selectee must report to the official duty station each scheduled workday.
Physical Requirements
Work is typically performed in an office environment with standard safety precautions. The role may involve occasional risks or discomforts typical of offices, meeting rooms, or training facilities.
