About the Role

Serves as the supervisor, expert advisor, and primary consultant to the highest level of officials and management in the organizational segments serviced, covering all areas of Federal civilian human resources (HR) management.

Responsibilities

  • Acts as an expert and senior consultant to top agency management officials on advanced and complex Federal civilian staffing, Employee Relations, and classification issues.
  • Supervises and oversees Federal civilian HR functions and organizational elements, making fine discriminating judgments regarding lines of authority and responsibilities.
  • Provides expert Federal civilian HR management advisory services through contacts and conferences with serviced customers.
  • Explains and justifies recommended organizational changes based on mission impacts or reorganizations.
  • Interprets and clarifies Federal civilian HR policies, standards, and procedures regarding staffing, classification, position management, employee, and labor relations.
  • Supervises Federal civilian HR Specialists, plans work, sets priorities, and prioritizes tasks.
  • Participates with serviced agency management officials in developing and implementing civilian HR strategic planning initiatives.
  • Provides technical and administrative guidance on all aspects of Federal civilian HR services.
  • Drives HR service delivery by identifying risks to performance metrics and implementing corrective actions to ensure seamless customer support.
  • Standardizes and translates complex civilian HR policy into actionable procedures, improving metric accuracy and team performance.
  • Provides direction and guidance in Federal civilian HR areas such as staffing, processing, classification, labor relations, and other HR management functions.

Requirements

  • Appointment is subject to the completion of a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal.

Qualifications

To qualify for a Supervisory Human Resources Specialist, your resume and supporting documentation must support:

  • Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector.
  • Creditable specialized experience includes:
    • Providing technical and administrative guidance on all aspects of Federal civilian Human Resources (HR) services.
    • Driving HR service delivery by identifying risks to performance metrics and implementing corrective actions to ensure seamless customer support.
    • Standardizing and translating complex civilian HR policy into actionable procedures, resulting in improved metric accuracy and team performance.
    • Providing direction and guidance in the Federal civilian HR areas of staffing, processing, classification, labor relations, and other HR management functions.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional Information

  • As required by 5 C.F.R. 302.106, DLA will provide Section 508 conformant ICT to employees with disabilities.   • This position does not meet criteria for appointment of Reemployed Annuitants.
  • Drug-Free Workplace Policy: The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing. Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). Failure to pass or refusal to conduct the test may result in withdrawal of the tentative offer or removal from Federal service. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids. Use of cannabidiol (CBD) products may result in a positive drug test for marijuana.
