Supervisory General Engineer, Supervisory AST, Engineering Program Management (Direct Hire)

About the Role

The Deputy Division Chief for Operations assists the Space Biosciences Division management in personnel supervision, project planning, development, analysis, and forecasting. This role involves preparing overall project reporting, including budget and schedule, and presenting findings to Center and Agency management.

Responsibilities

• Provides administrative and technical management of resources necessary for accomplishing the work of the Space Biosciences Division, working closely with Division management.
• Assists Division management to ensure projects comply with NASA requirements and meet strategic objectives, negotiated agreements, schedules, and budgets.
• Ensures a safe and healthy work environment that meets OSHA requirements and NASA safety standards, free of recognized hazards.
• Works closely with Division management to forge relationships with engineering, technology, and science organizations within NASA Ames or other NASA Centers.
• Reports the organization’s accomplishments, issues, and resource status to division management, directorate, and program management.
• Formulates and develops funding and workforce budgets in support of program needs and manages/monitors contracts and cooperative agreements.
• Communicates risks and issues to division management and stakeholders and develops mitigation plans for high-level risks.
• Performs a full range of supervisory duties, including assigning and evaluating work, recommending personnel actions, taking disciplinary actions, and identifying training needs and developing employees.

Qualifications

In addition to the Basic Education Requirement, to qualify for this position you must meet the specialized experience requirements below. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position.

To qualify for the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:

• Supervising multidisciplinary scientific and technical teams; mentoring staff; conducting performance management; facilitating professional development, including leading crucial conversations, conflict resolution, and stakeholder alignment to maintain a productive and collaborative work environment.
• Directing research and technology development portfolios through project planning, budget and schedule management, operational oversight, forecasting, performance reporting, or coordination of day-to-day division activities to achieve science and exploration objectives.
• Managing contracts, funding priorities, and resource allocation while collaborating across programs to align research efforts, resolve competing priorities, and ensure compliance with agency-wide programmatic direction and mission goals.

Education

This position requires a basic education requirement or exceptional experience:

• Successfully completed a bachelor's degree with a major in one of the following:
  • Engineering from a college or university with ABET-accredited engineering programs.
  • Physical Science, Mathematics, Life Science, or other field of Science.
  • Computer Science that included 30 semester hours or 45 quarter hours of coursework in mathematics, statistics, and computer science, with at least half in mathematics and statistics (including differential and integral calculus) and provided in-depth knowledge of theoretical and practical computer science applications.
• If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST-qualifying field, as listed above.
• Applicants who do not fully meet the basic education requirement may still be considered if they possess exceptional relevant experience or a combination of education and experience that demonstrates significant full performance-level achievement directly related to the duties of this position.
