This national security position may require access to classified information. A favorable suitability review and security clearance are conditions of employment. Failure to maintain security eligibility may result in termination. The security designation will vary and may require a Secret clearance or higher. Responsibilities

  • Manages, directs, and executes finance and accounting operations for a variety of customers, developing policies and procedures unique to each serviced organization in an environment of constantly changing priorities and missions.
  • Exercises accountability and leadership oversight of audits and operational reviews to ensure correct and proper execution of DoD guidance, policies, and procedures with respect to finance and accounting operations.
  • Assists with resolving complex functional problems and affected customers.
  • Coordinates and participates in the development and presentation of program training.
  • Plans, manages, and supervises assigned division staff, including supervisory, technical, and clerical personnel (GS-05/GS-06 or GS-07).

Requirements

  • Must be a U.S. citizen.
  • Registered for Selective Service (males born after 12-31-1959).
  • Suitable for Federal employment.
  • Candidates must have served 3 months after their latest competitive appointment in the Federal service.

  • Must obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program within two years of employment unless already certified. Failure to comply may result in removal from the position or Federal service.
  • New employees must successfully pass the E-Verify employment verification check.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service is required. Specialized experience is defined as:

  • Analyzing financial and accounting operations to recommend process improvements.
  • Monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls.
  • Conducting reviews of financial policies, guidelines, data, and documents to analyze the impact of financial legislation on finance/accounting operations.
  • Analyzing and evaluating operational reports from financial systems.
  • Providing recommendations to management on improving finance/accounting operations.

Candidates may qualify if they meet the time-in-grade, specialized experience, education requirement, 90-day post-competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement.
