SUPERVISORY FINANCIAL MANAGEMENT ANALYST.
Responsibilities
- Perform or advise on work in any phase or system of budget administration.
- Formulate budget estimates to support plans, programs, and activities; present and defend budget estimates.
- Review and evaluate budget requests; control and report expenditures.
- Analyze and recommend costs and benefits of alternative financial management methods for the organization’s programs and administrative operations.
- Plan work, set priorities, and schedule tasks to ensure effective and timely completion of priority work without adversely affecting regular and recurring tasks.
- Provide technical and administrative oversight, advice, and instruction.
- Manage travel programs and interpret complex travel data in accordance with Joint Travel Regulations (JTR) and Government Travel Charge Card (GTCC) Regulations.
- Deliver critical policy guidance to diverse stakeholders through effective written and oral communication.
- Successfully multi-task and maintain high performance in a fast-paced, high-demand operational environment.
Requirements
- Must be a U.S. Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
- Appointment of retired military members within 180 days of retirement to a civilian position is subject to provisions of 5 U.S.C. 3326.
- Males born after December 31, 1959, must be registered for Selective Service.
- Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. Certification must be achieved within prescribed timelines.
- May require travel from normal duty station to CONUS and OCONUS locations, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods.
- Must complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- Supervisors must review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:
- Managing travel programs and interpreting complex travel data in accordance with Joint Travel Regulations (JTR) and Government Travel Charge Card (GTCC) Regulations.
- Effective written and oral communication to deliver critical policy guidance to diverse stakeholders.
- Successfully multi-tasking and maintaining high performance in a fast-paced, high-demand operational environment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills.
