SUPERVISORY FINANCIAL MANAGEMENT ANALYST.

This position is a Financial Management Level III certified role per the National Defense Authorization Act (NDAA) 2012, Section 1599d. Certification must be achieved within prescribed timelines as outlined in DoD Instruction 1300.26.

Responsibilities

  • Direct and/or perform continuing program execution review, analysis, and appraisal of major operating and support programs within the organization.
  • Coordinate the development and reporting of cost/performance information in support of mission tasks.
  • Prepare or review responses to reviews or audits (e.g., FMB, GAO, DODIG) involving financial management policy and procedures.
  • Conduct management evaluations of financial issues raised in audit reports, budget reviews, etc., and recommend corrective actions.
  • Develop performance standards and evaluate employee performance.
  • Identify and arrange for employee developmental and training requirements.
  • Resolve employee complaints; escalate unresolved serious complaints to higher-level supervision.
  • Administer disciplinary measures such as warnings and reprimands; recommend more serious disciplinary actions to higher supervision.
  • Interview candidates and recommend hiring, promotions, and other personnel actions.

Requirements

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • May require a 2-year DCIPS Trial Period.
  • Requires a polygraph examination.
  • Must successfully complete a pre-employment drug test (including marijuana). Random drug testing will apply thereafter.
  • Supervisors must review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-13 grade level or pay band in the Federal service or equivalent private/public sector experience, including:

  • Directing and performing program execution review, analysis, and appraisal of major operating and support programs.
  • Providing interpretive and analytical advice on financial transactions and program execution.
  • Ensuring financial integrity, timeliness, accuracy, and validity of managerial accounting, budget execution, and financial management reports.
  • Promulgating approved financial management policies and developing implementing procedures.
  • Planning work, setting priorities, and scheduling tasks to ensure effective and timely accomplishment of operational or financial priorities.

Experience refers to paid and unpaid experience, including volunteer work through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
