About the role

Serves as Operations Manager for the Locks and Dams Projects for the Lower Ohio River Area responsible for the efficient and economical accomplishment of Project Office mission through the management of activities involving personal work efforts and the direction of subordinate supervisors and a total of approximately 70-75 full-time and part-time employees involved in professional, technical, trades/labor, administrative and clerical work. Position is located in Louisville, KY.

Responsibilities

• Supervises, plans, directs, monitors, and executes the operations and maintenance program involving navigation, environmental and natural resource management of the Lower Ohio River Locks and Dams Projects of the Operations Division.
• Represents the District in all matters relative to the Lower Ohio River Locks and Dams Projects, coordinating issues with representatives from the various Federal, State, and local organizations or governmental entities.
• Provides input to construction and maintenance project planning and execution in areas under Project Office jurisdiction and jointly coordinates project planning and construction with Construction Division, and other District and Division entities.
• Makes periodic field visits, examines construction and maintenance projects upon completion to ensure adherence to requirements and provides information to construction project management bodies regarding suggested modifications.
• Responsible for the day-to-day operation and maintenance of the Lower Ohio River navigation facilities of the Louisville District.
• Responsible for ensuring the needs of internal and external customers are met.
• Maintains a constant awareness of projects/activities having wide public interest, military importance, or those affecting shipping interests, environmental or recreational interests, etc.
• Participates extensively in the on-going, long-term navigation, recreation, and environmental planning studies through work groups such as innovative lock design, lock site selection, small scale improvements, etc.
• Exercises supervisory and administrative duties such as, initiates personnel actions, interviews and selection of candidates for appointments, promotions, or reassignment to key positions.
• Prepares appraisals for positions directly supervised.

Requirements

• US Citizens
• One year of specialized experience which includes operations and/or maintenance of navigation facilities; experience at a navigation project; knowledge of navigation operating components such as lock gates and culvert valves, discharge/intake systems; and experience in a lead or supervisory position. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
• Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
• One-year probationary period may be required.
• One-year supervisory probationary period may be required.
• This position has a Temporary Duty (TDY) or business travel requirement of 25-50% of the time.
• Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation.
• The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.
• Must possess a valid motor vehicle operator's license to perform duties of this position.
• You will be required to provide proof of U.S. Citizenship.
• Under the provisions of 5 USC 3110, an individual may not be appointed into a position if the position is under the supervisory chain of command of a relative.
• This position MAY be eligible for situational telework only, including emergency and OPM prescribed "Unscheduled Telework".

• Direct deposit of pay is required.
• This is a CP-18-Construction, Engineering, Infrastructure Career Field position.
