Supervisory Environmental Engineer (Deputy Director for Management Operations)
Join us at IHS Sanitation Facilities Construction to collaborate with American Indian Tribes on planning, designing, and constructing water, wastewater, and solid waste facilities. This position is eligible for the IHS Student Loan Repayment Program, with selection based on IHS priorities and available funds. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).
Responsibilities
- Direct, plan, manage, and coordinate the program mission in the design and construction of complex water, sewer, and solid waste projects for American Indian and Alaskan Native Tribes.
- Ensure water, wastewater, and solid waste engineering projects meet milestones efficiently within budgetary guidelines.
- Prepare project summaries, memoranda of agreements, interagency agreements, final reports, and transfer agreements to construct facilities.
- Ensure agreements are complete, accurate, and that proposed engineering solutions resolve identified deficiencies following technical requirements.
- Coordinate contractual actions awarded under the Federal Acquisition Regulations, Indian Self-Determination Regulations, or tribal procurement under a Memorandum of Agreement.
- Manage personnel actions for Civil Service and Commissioned Corps personnel, including technical supervision and performance management.
Requirements
- U.S. Citizenship is required.
- Selective Service Registration is required for males born after 12/31/1959.
- Must have a valid State driver’s license and be REAL ID-compliant.
- This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. The agency must ensure that persons hired have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.
- A one-year supervisory/managerial probationary period may be required upon selection/placement.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education to perform the duties of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations.
Basic Requirement(s)
- Degree: Engineering. The program must:
- Lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or
- Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
- statics, dynamics;
- strength of materials (stress-strain relationships);
- fluid mechanics, hydraulics;
- thermodynamics;
- electrical fields and circuits;
- nature and properties of materials (relating particle and aggregate structure to properties); and
- any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
- OR Combination of education and experience: College-level education, training, and/or technical experience that furnished:
- A thorough knowledge of the physical and mathematical sciences underlying engineering; and
- A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
- Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE).
- Successful passage of the Fundamentals of Engineering (FE) examination or any other written test required for professional registration.
- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses specified in the basic requirements.
- Successful completion of a related curriculum leading to a bachelor’s degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), provided the applicant has at least 1 year of professional engineering experience acquired under professional engineering supervision.
Minimum Qualifications
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service (GS-13), performing the following type of work and/or tasks:
- Managing water, wastewater, and solid waste engineering projects to ensure they are properly planned, evaluated, scoped, designed, and accurately cost-estimated.
- Preparing project milestone reports, financial tracking statements, and other project documents.
- Developing financial estimates on cost and life-cycle of existing and proposed infrastructure.
- Leading technical workgroups.
Selective Factor
In addition to the qualification requirements, applicants must demonstrate possession of the following knowledge, skills, and abilities (KSAs):
- Professional and comprehensive knowledge of the theories, principles, practices, and techniques of civil/environmental health and engineering, as evidenced by possession of a Professional Engineering (PE) license issued by any U.S. State, the District of Columbia, Guam, or Puerto Rico.
