Supervisory Environmental Engineer
About the Role
Join IHS Sanitation Facilities Construction and collaborate with American Indian Tribes to plan, design, and construct water, wastewater, and solid waste facilities. This position is eligible for the IHS Student Loan Repayment Program, with selection based on IHS priorities and available funds. Responsibilities
- Lead collaboration with American Indian Tribes to increase and maintain access to water, wastewater, and solid waste facilities by performing professional engineering planning, design, and construction oversight activities.
- Prepare project summaries, construction documents, and final reports for community and individual water supply, wastewater, and solid waste facilities.
- Ensure accuracy of program data systems for assigned Tribes and communities.
- Ensure projects addressing sanitation deficiencies are properly scoped, consistently scored, and have accurate cost estimates.
- Visit Tribal communities where projects are being planned and constructed.
- Provide supervision and guidance to technical and administrative staff as a first-level supervisor.
Requirements

- This position may be designated under Public Law 101-630, requiring contact or control over Indian children. Candidates must not have been found guilty of or pleaded nolo contendere or guilty to certain crimes.

Qualifications
To qualify for this position, your resume must demonstrate sufficient experience and/or education to perform the duties of the position. Experience includes paid and unpaid work, such as volunteer experience through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. You must clearly identify duties, responsibilities, and hours worked per week in each position held.
Basic Requirements
- Degree: Engineering. The program must:
- Lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or
- Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas:
- Statics, dynamics;
- Strength of materials (stress-strain relationships);
- Fluid mechanics, hydraulics;
- Thermodynamics;
- Electrical fields and circuits;
- Nature and properties of materials (relating particle and aggregate structure to properties);
- Any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
- OR Combination of education and experience: College-level education, training, and/or technical experience that provided:
- A thorough knowledge of the physical and mathematical sciences underlying engineering; and
- A good understanding of the engineering sciences and techniques and their applications to one of the branches of engineering.
- Professional registration or licensure (e.g., Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE)).
- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or another written test required for professional registration.
- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including those specified in the basic requirements.
- Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) with at least 1 year of professional engineering experience under professional supervision.
Minimum Qualifications
- At least one (1) year of specialized experience equivalent to the next lower grade level in the Federal service, performing tasks such as:
- Analyzing the condition of community and individual water supply, wastewater, or solid waste facilities and preparing engineering reports and cost estimates.
- Preparing design documents, construction drawings, technical specifications, and procurement documents for water supply, wastewater, or solid waste construction projects.
- Selective Factor: Professional and comprehensive knowledge of civil/environmental health and engineering, as evidenced by possession of a Professional Engineering (PE) license issued by any U.S. State, the District of Columbia, Guam, or Puerto Rico.

- Additional selections may be made within 240 days from the date the certificate of eligibles was issued.
- Federal employees earn annual leave at a rate of 4, 6, or 8 hours per pay period, based on years of Federal service. Newly appointed Federal employees may receive credit for directly related previous non-federal experience or active duty uniformed military service.
