About the Role

Serves as Chief of the Contracting Division, responsible for acquiring necessary supplies, services, and construction in support of the Little Rock (SWL) District’s mission. Manages the District's contracting program for single and multiple purpose civil works water resources projects, including recreation, navigation, hydropower, military design and construction projects, and environmental restoration.

Responsibilities

• Exercises independent judgment to accomplish myriad contracting responsibilities in support of the District mission, including supervision of the development and execution of the contracting portion of project management plans.
• Evaluates subordinate supervisors and serves as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors.
• Manages all phases of the acquisition process for supplies, services, and construction.
• Analyzes contracting policy for proper implementation.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This is a Mission Essential position; the employee is not subject to administrative dismissal in emergencies based on inclement weather or other emergency situations.
• Incumbent must successfully complete the Civilian Education System Course and the Supervisory Development Course within 12 months of assignment.
• Temporary Duty (TDY) business travel is required up to 25% of the time.
• Incumbent must obtain (or possess) and maintain a SECRET Security clearance.
• Incumbent must submit a Confidential Financial Disclosure Report (OGE-450) upon entering the position and annually thereafter.
• This is a Critical Acquisition Position with the following mandates unless a waiver is granted:
  • Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
  • Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area (except Program Management, which requires Practitioner or higher).
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Practitioner Career Level Certification must be met within 5 years.
  • Advanced Career Level Certification must be met within 4 years.

Basic Requirement for Supervisory Contract Specialist:

• Degree: Bachelor's degree (or higher) from an accredited educational institution.
• Exemption: Current DoD employees in any occupational series who served on or before September 30, 2000, as:
  • A GS/equivalent-1102 position or contracting officer with authority to award or administer contracts above the SAT in any Federal agency, or
  • A military member in a comparable military occupational specialty.
• Current members of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

Specialized Experience:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service, which includes:

• Managing a contracting program for projects including recreation, navigation, hydropower, military design, construction projects, or environmental restoration.
• Analyzing contracting policy for proper implementation.
• Managing all phases of the acquisition process for acquiring necessary supplies, services, and construction in support of an organization's mission.

Foreign Education:

If using education completed in foreign colleges or universities to meet qualification requirements, you must show that the education credentials have been evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to a U.S. accredited program.
