About the Role

Manage the District’s multi-million dollar contracting program for single and multiple purpose civil works water resources projects; military design and construction projects, environmental restoration, hazardous toxic and radiological waste.

Develop long-range organizational plans and goals through subordinate organizational chiefs, assign work to subordinates, determine work schedules and priorities. Implement contracting laws, higher authority directives, and policy, and develop and issue local guidance.

Serve as a member of various boards (Corporate Board, District Acquisition Strategy Board, etc.) to ensure contracting commitments are met. Represent the District in meetings with officials from other districts, higher echelons, contractors, and other agencies.

Responsibilities

  • Apply highly developed professional knowledge of the theories and principles of contracting to execute the contracting program for the organization.
  • Administer contracts for Construction, Architect and Engineering, Environmental, Services, and Supplies.
  • Develop strategies to maximize benefit to the Government (e.g., reducing Government risk, selecting proper contract type, decreasing contract cost, increasing value).
  • Implement team-building strategies and methods to maximize team members' potential and create a productive work environment to meet mission goals.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Ability to obtain and maintain a Top Secret security clearance for the duration of employment.
  • Participation in the Department of Army Drug-Free Federal Workplace Program, including passing a urinalysis drug test prior to appointment and random testing thereafter.
  • Temporary Duty (TDY) or business travel of 15% of the time may be required.
  • A one-year supervisory probation period may be required.
  • Proof of U.S. Citizenship is required.
  • Direct deposit of pay is required.
  • Submission of a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE 450) upon entry and annually thereafter.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

To qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Basic Requirement for Supervisory Contract Specialist:

  • Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
  • Exemption: You are exempt from the education requirements if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

Specialized Experience:

One year of specialized experience which includes:

  • Applying highly developed professional knowledge of the theories and principles of contracting to execute a contracting program for an organization.
  • Administering contracts for Construction, Architect and Engineering, Environmental, Services, and Supplies.
  • Developing strategies to maximize benefit to the Government (i.e., reducing Government risk, selecting proper contract type, decreasing contract cost, increasing value).
  • Implementing team-building strategies and methods to maximize team members' potential and create a productive work environment to meet mission goals.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement:

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

Foreign Education:

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
