About the role

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Responsibilities

  • Provide full contract support to fleet and shore activities in the FLCSD area of responsibility.
  • Work very closely with each employee of the team and in face-to-face meetings with customer activity representatives in planning, developing, and establishing the contractual strategy for each major acquisition.
  • Plan work to be accomplished by subordinates; set immediate priorities, and prepare schedules for completion of work.
  • Establish performance standards and evaluate work performance of subordinates.
  • Interview candidates for positions and make recommendation for appointment, promotion, or reassignment to such positions.
  • Plan, manage, and execute a comprehensive contracting and acquisition program to meet the needs of customer activities.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal Service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following performing Contract Specialist work involving application of a master of knowledge of procurement regulations, contracting principles, and negotiation techniques to plan, develop, implement, maintain and administer all contractual aspects of an assigned acquisition program and to serve as a contractual authority and advisor on the acceptability and applicability of contractual matters related to an assigned acquisition program. Candidate must also have demonstrated expert application of managerial and administrative policies, practices, and techniques in order to lead/manage others.
