About the role

Help Serves as the Supervisory Contract Specialist (Branch Supervisor) for a Depot Level Reparable (DLR) detachment site. Directs all procurement activities for the Branch which include pre-award, post-award, and contract administration management processes.

Responsibilities

  • Analyzes difficult contracting issues and identifies alternative courses of action.
  • Solves a variety of contracting problems, including those requiring significant departures from previous approaches.
  • Serves as a Contracting Officer with authorization to enter into and administer contracts on behalf of the government through negotiations, bids and competitive proposal procedures with private contractors.
  • Reviews procurement requests to assure clarity, adequacy and completeness.
  • Mentors other contract specialists to assist in their development.
  • Reviews, interprets/analyzes certified cost/pricing data and communicates with audit agencies.
  • Provides pricing advice on a broad range of pricing-related issues in developing optimum contracting strategies.
  • Provides pre and post award guidance pertaining to price and cost analyses, negotiation, and settlement support of contractor proposals and contracts.

Requirements

  • Conditions of employment: Must be a U.S. citizen; flexible tour of duty; non-critical sensitive with Secret Access; appointment subject to suitability and fitness determination; completion of Supervisory Certification Program; Mission Essential employee; work during emergencies; access to certain federal facilities; DoD Financial Management Level 3 certification within 2 years; 80 hours of CLPs every 2 years.
  • Qualifications: Basic Contracting Requirement (baccalaureate degree or equivalent experience); Contracting Officer Requirement (at least 2 years of experience in a contracting position); Specialized Experience (experience in contracting, contract administration, and mentoring).

Qualifications

  • Basic Education Requirement: A baccalaureate degree from an accredited educational institution or current civilian employee in DoD or Armed Forces with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000.
  • Specialized Experience: At least 2 years of experience in a contracting position, including analyzing contracting issues, solving problems, and mentoring others.
