Position Concept

The Supvr - Underground Damage Prevention supervises the underground damage prevention locators and the field locating contract coordinator for storm restoration. Evaluates and directs services received from independent contractors and in-house locators, including locating all underground distribution, transmission, lighting, communication, and water systems.

Primary Duties and Responsibilities

  • Evaluates and directs services received from independent contractors and in-house locators, ensuring that locators meet all expectations and customer and Florida State mandated deadlines.
  • Supply locators and contractors with current maps of TEC facilities and train them in all phases of TEC construction specifications and procedures required to perform quality work.
  • Serve as the company secondary subject matter expert related to underground damage prevention, governmental field locating regulations, and national standards. Work with line management to develop and implement recommendations for Electric Delivery (ED) policies and practices related to the safe use of manpower, tools, vehicles, equipment, and materials. Lead changes to safe work procedures.
  • Respond to and investigate all underground cable damages, work with Risk Management to collect fees assessed for claim damages, and serve as the ED secondary contact.
  • Serve as the secondary advocate and liaison to the Florida Sunshine 811’s Board of Directors to maintain a thorough understanding of State Statue 556 as it affects the electric utility industry. Stay informed of changes to the law and updates by Sunshine 811 and PHMSA and assess/address impacts to Tampa Electric. Develop recommendations for state legislation on regulations, standards, and industry practices related to the protection of utility underground facilities. Provide critical insight and strategic counsel to Tampa Electric on state and federal policies and serve as an operation’s senior participant to ensure compliance. Maintain an active role on the Board of Directors for Sunshine 811.

Relationships

  • Key Internal: Front-line supervisors and front-line craft from ED Operations, Fleet, Stores, Design Technicians, System Planning, System Service, Planning and Scheduling, Customer Service, Claims, and various others.
  • Key External: Customers, governmental agencies, developers, engineering firms, contractors, and others.

Qualifications

  • Education: High School diploma or GED. Preferred: Some college or technical-related education.
  • Licenses/Certifications: Valid State of Florida Driver’s License.
  • Related Experience: 8 years of operations experience in progressively more complex assignments, with at least 4 years of underground and overhead distribution construction or design experience. Supervisory Experience: Underground Locator team. Preferred: Leadership on projects, and other various assignments, of complexity and diversity.
  • Knowledge/Skills/Abilities: Advanced knowledge of the Florida State Statue 556 and underground damage prevention. Must have a thorough understanding of the construction, maintenance, and operating facets of TEC’s underground and overhead electrical distribution systems and TEC’s Safe Work Practices. Must fulfill OSHA competency requirements for working with energized equipment over 70 volts. Good working knowledge of transmission and distribution facilities. Must understand the National Electric Safety Codes, proven competency in the operation of analog and digital underground detection units, and possess the skills to make successful decisions in high-stress situations.

Working Conditions

  • Frequent overtime and emergency callouts in all types of weather conditions
  • High stress/demanding situations related to unexpected outages with the team members
  • Maintain 24x7 on-call availability for dispatching locators for after hour emergency underground facility locates and accident/injury investigations

Storm Duty Requirements

Responding to storms will be considered a condition of employment. Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our TECO Energy customers. Team members are required to work in their normal job duties or other assigned activities. Proper compensation will be made in accordance with the company's rules and procedures.
