About the Role

Capitol Complex Facilities Management (Capitol Complex) is responsible for property management, maintenance, and restoration of all State properties within the Capitol Complex, plus some of the State’s buildings in Camp George West, Lakewood, and Grand Junction. As a first-level supervisor, this position oversees a work unit, including accountability for equipment, space, and resources. It directly controls the work of assigned staff and determines work procedures. This role defines, assigns, and independently performs tasks related to HVAC and plumbing needs for Capitol Complex buildings.

Essential employees may be required to work unexpected or unusual hours to perform essential and/or emergency services without delay or interruption.

Responsibilities

• Supervision: Plans, assigns, and inspects the day-to-day work of Pipe Trades II and Pipe Trades I positions in 17 State buildings. Responsible for executing and completing special projects as assigned. Develops and assigns schedules and leave requests. Sets goals and completes performance evaluations for all employees.
• HVAC Operations: Operates, troubleshoots, and controls primary and secondary multi-story buildings’ heating, cooling, and ventilation systems by monitoring and adjusting existing systems. Handles plumbing tasks, including troubleshooting and repair of piping systems, fixtures, and equipment. Responds to tenant calls placed to the help desk.
• Budgeting: Assists in making yearly budget recommendations for Capitol Complex operations. Monitors expenditures of HVAC/Plumbing funds for parts and materials used in maintenance.
• HVAC/Plumbing Maintenance & BAS Controls: Develops and implements preventative maintenance strategies for HVAC and plumbing activities. Maintains, troubleshoots, and repairs the Building Automation System (BAS) (Siemens) as needed.

Requirements

• Universal CFC Certification as defined by EPA Regulations Section 608.
• Experience Only: At least four (4) years of experience in labor, trades, or crafts or an occupational area related to the work assignment.
• OR Education and Experience: A combination of related education, formalized apprenticeship program, and/or relevant experience in labor, trades, or crafts or an occupational area related to the work assignment, totaling at least four (4) years.

Preferred Qualifications

• Previous State Service related to the work assigned.
• Current Master-Level Plumber license (issued by the State of Colorado or another authoritative body).
• Current Master-Level Electrical license (issued by the State of Colorado or another authoritative body).
• Experience maintaining plumbing and pipe systems in a large setting.
• Experience maintaining HVAC systems in a large setting.
• Experience operating and maintaining a central boiler and chiller plant.
• Experience and working knowledge in operating and programming Building Automation Systems (e.g., Siemens, Johnson Controls).
• Knowledge of general construction materials and technology.
• Knowledge of all federal, state, and local regulatory requirements applicable to Colorado building codes.
• Knowledge of National Electrical Code (NEC), National Fire Protection Association (NFPA) code, and International Mechanical Code (IMC).
• Ability to analyze and interpret building and site plans, specifications, details, symbols, and construction drawings.
• Ability to conduct field inspections.
• Ability to develop project procedures and schedules.

Conditions of Employment

• Must have and maintain a valid Colorado Driver’s License.
• Travel to state-owned facilities and properties within Denver and Grand Junction is required.
• Eligible for on-call and shift work; must be available for any shift.
