Salary range: $7,172.00 - $8,910.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Position type: Permanent, Full Time. Hybrid telework schedule.

About the Department

The mission of the California Department of Social Services (CDSS) is to serve, protect, and support the people of California experiencing need in ways that empower wellbeing and disrupt systemic inequities. The Community Care Licensing Division (CCLD) promotes the health, safety, and quality of life of each person in community care through an effective collaborative regulatory enforcement system. The Information Technology Liaison Bureau (ITLB) serves as an essential liaison connecting people through technology and bridging gaps between stakeholders through meaningful partnerships. ITLB collaborates with stakeholders, prioritizes user needs, drives automation, and process improvement to enhance the efficiency and quality of CCLD operations.

The Organizational Change Management (OCM) Training Unit supports successful system and process modernization within CCLD. The unit leads strategic change efforts—focusing on training, communication, and stakeholder engagement—to ensure staff are informed, prepared, and ready to adopt new tools like the Facility Management System (FMS).

Responsibilities

  • Lead Change Initiatives: Oversee the OCM Training Unit’s operations, developing and executing strategic training plans for major projects like the Facility Management System (FMS). Apply the California Department of Social Services' OCM framework to ensure training and stakeholder engagement align with Department project management standards.
  • Manage and Develop Teams: Assign and review work of subordinate analysts, ensuring timely creation of training materials, coordination of logistics, and delivery of user support. Monitor resource allocation to meet evolving training needs across multiple initiatives.
  • Approve and Refine Training Strategies: Oversee training plans, readiness assessments, communication strategies, and user adoption metrics. Collaborate closely with the Information Systems Division (ISD) and vendors to align technical cutover activities with business readiness.
  • Facilitate Collaboration: Serve as a key liaison with program staff, regional offices, ISD, and contractors to support all phases of system development, deployment, and post-implementation. Represent OCM interests in governance and project workgroups to ensure cross-functional alignment.
  • Contribute to Strategic Planning: Provide subject matter expertise on business transformation, change management, and training during divisional planning efforts. Report progress, risks, and mitigation strategies to executive leadership.
  • Support Division-wide Efforts: Perform other duties as required to drive successful modernization projects that improve services for Californians.

Requirements

  • A Statement of Qualifications (SOQ) must be submitted along with your application. The SOQ should be no more than two (2) pages in length, typed in Arial 12-point font, and clearly labeled with the applicant’s name and the position title. The SOQ must address:
    • Experience managing a team responsible for organizational change management, training, or a related function.
    • Knowledge and application of change management frameworks or methodologies.
    • Experience with project management in the context of organizational change.
  • This position is subject to fingerprinting clearance by the Department of Justice.

  • Candidates residing outside California may be admitted to the interview but must provide proof of residence in California prior to appointment.
