Salary range: $12,562.00 - $15,724.00 per month. Effective July 1, 2025, a temporary pay reduction applies under the Personal Leave Program (PLP) 2025; see CalHR’s PLP page for details. New hires start at the minimum salary.
About the role
The Public Advocates Office is the independent consumer advocate within the California Public Utilities Commission (CPUC). Its mission is to secure the lowest possible rates for utility services while ensuring reliable, safe service and advancing the state’s environmental goals.
The Electricity Planning and Policy (EPP) Branch seeks a Program and Project Supervisor to lead the Procurement Cost Recovery Section. This leadership role directs the office’s analysis and advocacy on complex regulatory, policy, and program issues related to energy procurement cost allocation and policy.
Responsibilities
- Supervise, plan, and coordinate the activities of the Procurement Cost Recovery Section, including staff assignments, workload distribution, and work product review.
- Oversee the preparation of staff reports, briefs, testimony, and comments in formal CPUC proceedings; ensure policy consistency, accuracy, and quality.
- Evaluate and advise Public Advocates Office management on high-profile, controversial issues affecting ratepayer costs.
- Provide staff development and performance management, including training, hiring, promotions, performance reviews, and disciplinary actions.
- Offer technical expertise on Section activities and conduct administrative duties such as budget oversight, contract management, and website content.
- Represent the Section, Branch, or organization at management meetings, workshops, and other forums.
- Coordinate Section work with other sections, branches, and Commission divisions as needed.
Requirements
- Eligibility for the Program and Project Supervisor classification (applicants with disabilities may qualify through the Limited Examination and Appointment Program (LEAP)).
- Completion of a Statement of Qualifications (SOQ) addressing:
- Experience in supervision and leadership, including leading project teams or program development.
- Experience establishing goals and priorities, and organizing and executing actions consistent with these priorities.
- Experience leading or participating in negotiations involving complex policy and technical issues.
The SOQ must be in 11-point Arial font, single-spaced, and no longer than two pages.
- Submission of a completed State Examination/Employment Application (STD 678) with detailed employment history, duties, and supervisor contacts.
- Resume submission is required.
- If using education to meet minimum qualifications, submission of transcripts or diploma is required; foreign degrees must include a U.S. equivalency verification.
