Subcontracts Supervisor
About the role
The Subcontracts Supervisor supports the Space Force Range contract (SFRC) and is responsible for subcontracting management, program requirements, budget management, and team performance.
Responsibilities
- Developing and managing program requirements and associated acquisition needs.
- Serving as a point of contact for subcontract negotiations.
- Overseeing affordability and efficiency initiatives related to program budgets and team performance.
- Identifying and pursuing cost savings opportunities.
- Leading a team of professionals in performance management, career development, mentoring, and overall team leadership.
- Providing oversight of subcontractors and monitoring their performance.
- Supporting new business capture, including proposal management and material/labor Basis of Estimates (BOE) development.
- Managing various subcontract types using formal source selection techniques.
- Participating in the development of Statements of Work (SOW) and conducting bidders' conferences.
- Performing cost and price analysis, developing negotiation strategies, and leading negotiations.
- Leading the development and negotiation of collaborative agreements with subcontractors and partners.
- Ensuring execution in compliance with customer requirements, federal regulations, and applicable policies and procedures.
- Aligning external capabilities with program and technology roadmaps.
- Applying project management techniques to oversee subcontractor performance and deliverables.
- Developing risk and opportunity management plans related to subcontract execution.
- Initiating and participating in subcontractor assessments and performance improvement activities.
- Managing strategic relationships with subcontractors and partners.
- Developing and deploying strategies aligned with program and business objectives, including contractual arrangements such as partnerships, alliances, and risk-sharing agreements.
- Ensuring subcontractor compliance with FAR/DFAR requirements as well as cost, schedule, technical, and quality expectations.
- Maintaining performance metrics, identifying trends, determining root causes, and implementing corrective actions to ensure successful outcomes.
Requirements
- Bachelor’s degree in Business, Finance, or related field.
- 5+ years of experience in contracts, subcontracts, or related program functions.
- Experience managing complex subcontracting environments and partner relationships.
- Experience in aerospace, defense, or other regulated industries supporting government programs.
- Strong knowledge of FAR, DFAR, ITAR, cost/price analysis, long-term agreements, proposal development, terms and conditions, and both fixed-price and cost-type subcontracts.
- Demonstrated project management experience and ability to translate business requirements into executable strategies.
- Experience supporting program management functions, including lifecycle management, SOW development, risk management, change management, and performance reporting.
- Direct experience managing subcontractor performance across both fixed-price and cost-reimbursable environments.

Pay
$120,000 - $125,000 annually
