About the Role

The Subcontracts Manager will manage all phases of the project subcontracts development process, including preparation of subcontracts plan, bidders pre-qualification, subcontracts formation, risk assessment, execution, change management, reporting, and formal close-out. This role focuses on establishing good contractual relationships with subcontractors, facilitating safe closure of subcontracts, and avoiding litigation or claims while preserving site interests and priorities. Reporting to the Director of Contracts at the Houston office.

Responsibilities

  • Develop and form subcontracts.
  • Manage all phases of engineering and construction subcontracts, including pre-qualification, formation, execution, and close-out.
  • Create and maintain project subcontract plans.
  • Source potential subcontractors and perform bidder’s qualification using site-approved systems such as Avetta, in collaboration with HSE and QA/QC teams.
  • Ensure proper technical inputs needed for the award of subcontracts are timely received from proposals and project technical teams, avoiding post-award changes where possible.
  • Create and issue RFQs, adding value to the scope of work, technical documents, and project schedule.
  • Solicit and ensure proper review of RFQ package documents for completeness prior to issue.
  • Receive and analyze proposals, negotiating the terms of the subcontracts with the support of the project and legal teams.
  • Lead all bid clarifications and negotiations, following site guidelines and procedures.
  • Obtain NDAs and MHH agreements from bidders/subcontractors as required.
  • Conduct subcontracts pre-award and project kick-off meetings.
  • Prepare, with the collaboration of the project team, the Subcontract Bid Assessment & Recommendation for award (SBAR) for management review and approval.
  • Execute and formalize subcontracts following site DOE, Guidelines, and Procedures.
  • Ensure all required subcontractor insurance is in place prior to the performance of any work.
  • Handle all formal communications with subcontractors and maintain detailed communication logs.
  • Attend site meetings as required.
  • Work closely with the project team to maintain the project schedule and budget.
  • Review subcontractors' reports and issue weekly/monthly reports to the project team.
  • Manage overall Change Order processes.
  • Perform subcontracts risk assessment.
  • Monitor and review invoices from subcontractors.
  • Obtain lien releases and completion certificates from subcontractors.
  • Contribute to a positive work environment that fosters the success of a high-performing Project Subcontracts team.
  • Collaborate with Project Managers and Director of Contracts to avoid and handle subcontractors' claims.
  • Provide support to the legal team in case of any litigation or claim from subcontractors.
  • Prepare the subcontractor close-out evaluation form.

Requirements

  • Bachelor’s degree in Engineering, Law, Business, or related field (required).
  • Master’s degree in Supply Chain or Business (preferred).
  • Minimum 5 years of professional experience in engineering, construction, or subcontracting activities for the oil and gas industry.

  • Strong computer skills and knowledge of core business software, including Google Workspace.

  • Ability to lift and carry in excess of 25 lbs.
