Subcontracts Formation Specialist

Major Responsibilities

• Prepares bidders’ lists and pre-qualifies bidders
• Forms bid request packages (RFQ/RFPs) and issues to approved bidders
• Covers bidders’ questions and the team’s answers to those questions
• Prepares Commercial Bid Summary/Tabulation
• Conforms subcontract terms and conditions with the relevant scope of work
• Collaborates effectively with all project stakeholders in development of bid requests
• Manages routine to moderately complex commercial and technical work streams and supports development of acquisition strategies for more complex or higher-risk packages
• Works independently on assigned subcontract formation activities and escalates unusual commercial, technical, or procedural issues for senior-level guidance
• Negotiates the commitment of subcontracts
• Recommends and secures award approvals in accordance with established procedures
• Prepares subcontract documents for execution
• Performs assigned contract management activities in accordance with company policies and procedures

Required Knowledge And Skills

• Demonstrate experience in both Contract Formation and Management with construction subcontract experience preferred
• Must possess a good working knowledge and understanding of subcontracting concepts, principles and practices, and the techniques of ensuring task completion, project delivery processes, and subcontractor relationship expectations
• Demonstrate experience in developing subcontract pricing and payment conditions
• Demonstrate experience and skilled in determining contract price reasonableness
• Excellent written and verbal communication skills
• Knowledge of standard computer applications such as Microsoft Office
• Working knowledge of Oracle EBS and Unifier a plus
