About the role

HII - Mission Technologies is currently seeking an experienced Subcontracts Administrator to join our team!

This position offers the option to work remotely, hybrid, or onsite at a designated HII facility. If remote, there may still be occasions to work in person at a HII or customer facility. The specific weekly schedule will be discussed during the hiring process.

Responsibilities

  • Manage complex subcontract agreements.
  • Support the capture and proposal process through contract award and subcontract execution.
  • Prepare solicitation documents for complex procurements, including statements of work, terms and conditions, flow-down terms and conditions, bid or performance evaluation factors, and other measures incorporated into the Requests for Proposal as may be appropriate for procurement.
  • Serve as the focal point when bids are received, review both the technical and cost or price volumes, consult with technical staff, and resolve matters of disagreement between HII and subcontractors.
  • Ensure the receipt, accuracy, and timeliness of subcontractor submitted documents relating to the subcontract deliverables as well as monitor performance relative to timeliness, cost considerations, and technical objectives.
  • Work knowledge of government purchasing system requirements and Federal Acquisition Regulation (FAR) and other government regulations.
  • Competency in negotiations: agreement terms, conditions, pricing, and other government requirements.
  • Prepare price analyses, negotiation memos, written reports, letters, and memoranda required for internal and external distribution.
  • Maintain CPSR compliant subcontract files.
  • Review audit files to ensure compliance with purchasing system, industrial and government contract requirements and other internal procurement policies and procedures.
  • Prepare and present briefings to staff and management on subcontracting matters; attend program leadership meetings to address questions or concerns of cross-functional areas.
  • Collaborate with various internal and external sources on subcontracting activities.
  • Consult with company staff representing the legal, technical, financial, and managerial interests of the subcontract award and technical performance.
  • Provide guidance to less experienced Subcontract Administrators.
  • Perform additional duties and responsibilities as assigned.

Requirements

  • 3 years relevant experience with Bachelors in related field; 1 year relevant experience with Masters in related field; or High School Diploma or equivalent and 7 years relevant experience.
  • Intricate, functional knowledge of CPSR compliance requirements.
  • Knowledge of and ability to negotiate agreements of various types (FFP, Cost Type (CPFF, CPIF, CPAF), T&M / LH, IDIQs, Hybrid, IWO, OTA, etc.) and familiarity with commercial law and commercial contract management principles, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations System (DFARS) and supplemental acquisition regulations of government agencies as they apply and influence aspects of procurement.
  • Ability to work independently and as part of a team; capable of representing the HII procurement organization on subcontract matters with internal and external customers.
  • Understanding the business case and an appreciation of financial/analytical issues and profit and loss implications.
  • Skilled with Microsoft Office (Word, Excel, and PowerPoint) and Costpoint.
  • Excellent verbal communication, presentation, and interpersonal skills.
  • Must be able to effectively navigate procurement related issues of varying complexity to drive towards revolution, often requiring collaboration with non-procurement functionals.
  • Strong analytical abilities; detail oriented.

Qualifications

  • Experience using Unison CLM.
  • Experience with complex contracts and non-traditional projects, to include Other Transaction Agreements (OTAs).
  • Experience with GSA AAS (formerly FEDSIM) administered prime contracts.
  • Active participation in a CPSR within the past 3 years.

Pay

The anticipated salary range for this role is $59,022.00 - $85,000.00.
