Subcontractor & Procurement Specialist

Key Responsibilities

• Develop relationships with internal and external stakeholders to understand business strategy and risk tolerances
• Manage end-to-end procure-to-pay for vendors and subcontractors: competitive sourcing, evaluation, negotiation, documentation of rationale for source selections, contract/subcontract issuance, and receipt/acceptance coordination
• Draft Non-Disclosure Agreements (NDAs), Requests for Proposal/Requests for Quotes (RFP/RFQ), teaming agreements, subcontracts, and commercial agreements in accordance with applicable RFP/RFQ, prime contract flow downs, business strategy, and applicable policies and procedures (e.g., CMMC, security)
• Lead negotiations with potential business partners based on coordinated business strategy and company risk tolerances
• Responsible for subcontract management, compliance, and close out
• Manage vendor and subcontractor performance metrics
• Perform market research, supplier risk analysis, and recommend continuous improvements to procurement strategies, reporting, and operational efficiency
• Serve as a trusted advisor to internal and external stakeholders, assessing and managing vendor and subcontractor risks and providing solution-oriented strategic advice

Qualifications

• 5-10 years’ relevant experience in procurement, subcontract administration, and/or contract management
• Proficient in negotiating contracts subject to federal government regulations to include the FAR and DFARs
• Experience working with suppliers
