Subcontract Program Mgr I

An exciting opportunity for a Subcontract Program Manager (SPM) to engage and support the Integrated Survivability Solutions (ISS) Product Line, managing the full life cycle of subcontractors delivering critical capabilities to our customer and warfighter.

This individual will shape critical supplier relationships, define and execute key strategic plans, and lead the subcontractor integrated product team to support program performance. Responsibilities

• Develop and execute strategies for the successful completion of on-time and defect-free subcontracts for highly specialized and complex materials, equipment, supplies, and services through all program lifecycle phases.
• Evaluate, analyze, negotiate, and manage assigned subcontracts to meet project specifications, quality, budget, schedule, and earned value requirements, including timely delivery of all subcontract deliverables.
• Author, manage, and influence critical path releases of Statements of Work (SOWs) and program plans to align with required schedules and subcontractor lead times.
• Deliver quality customer service to internal and external customers, fostering and maintaining strong supplier relationships while driving a Zero-Defect mindset.
• Participate in new business support and develop financial plans for the outsourced portion of projects.
• Support scope management and cost estimating, including estimate to complete/estimate at completion (ETC/EAC) processes.
• Communicate subcontract performance status (cost, schedule, resources, risk) and financial objectives to senior management.
• Lead and manage multi-discipline project teams, developing plans for goals, staffing, scheduling, risk identification, contingency plans, and resource allocation.

Requirements

• Ability to travel approximately 25% of the time.
• Bachelor’s degree in a related field of study (Supply Chain Management, Engineering, Operations, or equivalent preferred).
• Experience in Subcontract Management, Project Management, and/or Program Management.
• Strong demonstrated negotiation skills and strategies.
• Experience supporting new business capture, including proposals.
• Proven ability to develop long-term strategies and tactical plans to achieve enterprise objectives.
• Record of leading and managing multi-discipline project teams.
• Strong interpersonal skills with a focus on relationship building, leading through influence, and effective communication (verbal and written) at all levels.
• Experience with Control Account Management (CAM) or CAM training.
• Technical and business acumen, with experience communicating externally with customers or suppliers.

Preferred Qualifications

• Master’s Degree in Engineering and/or Business Administration.
• Prior experience as a project manager.
• Strategic plan development and execution.
• Strong analytical and negotiation skills.
• Experienced team leadership.

Pay

Full-Time Salary Range: $132,962 – $226,035. Individual salaries are determined by factors including business considerations, local market conditions, internal equity, and candidate qualifications such as skills, education, and experience.
