About the role
This is advanced professional engineering work in the examination of complex construction plans for building construction projects. Under occasional supervision, reviews building plans and performs a variety of routine and complex technical work in connection with his/her duty to enforce all of the provisions of the Florida Building Code, Miami-Dade County Code, City Code, and other related codes.
Responsibilities
- Examines commercial and residential construction permit plans to determine structural integrity and compliance with requirements of the applicable codes and regulations.
- Reviews walk-thru and drop-off residential and commercial construction plans, determines structural adequacy of various types of ratings and structures or buildings, and approves or disapproves proposed plans in accordance with code requirements.
- Exercises considerable independent judgment in the application of professional engineering knowledge to the examination of complex construction plans, determination of structural integrity, and in the performance of related engineering duties.
- Approves or disapproves proposed plans in accordance with the code and other regulatory requirements; discusses disapproved items with architects, engineers, contractors, and property owners to obtain plan changes necessary for approval.
- Makes interpretations of the Florida Building Code and makes decisions concerning the feasibility of deviations from the code under various conditions.
- Evaluates engineering criteria to enforce control procedures for the fabrication of various building materials and types of construction; makes recommendations for the establishment of departmental policy concerning the use of new building materials.
- Orders necessary shop drawings, field tests, soil reports, and special supervision of construction as required to complete plans processing work.
- Operates the residential and commercial structural help desks.
- Performs general administrative/office work as required, including but not limited to attending meetings, preparing reports and correspondence, copying and filing documents, answering the telephone, etc.
- Receives, reviews, prepares and/or submits various records and reports including building plans, shop drawings, engineering reports, permit applications, job pricing records and reports, code compliance complaints, correspondence, etc.
- Interacts and communicates with the immediate supervisor, co-workers, other City department personnel, property/home owners, developers, contractors, architects, engineers, County personnel, general public, etc.
- Enforces and explains pertinent sections of the applicable codes. Issues verbal and written notices of code violation and citations for code violations.
- Aids in resolving complex and sensitive customer service issues, either personally, by telephone or in writing.
- Maintains records and documents of customer service issues and resolutions.
- Researches problems and complaints regarding commercial and residential work and code compliance.
- Maintains high ethical, honesty and moral standards.
- Perform any other duties as assigned by the Building Official and/or Chief Building Inspector.
Requirements
- A High School Diploma or a GED equivalent, supplemented by six (6) years of experience as a structural engineer practicing within the area of jurisdiction of the Building Code with responsibility for the design of building structures.
- Must possess a State of Florida Professional Engineer license under the structural discipline.
- All applicants must be eligible for certification by the Miami-Dade County Board of Rules and Appeals as specified in Chapter 8 of the Code of Miami-Dade County.
- License must be in good standing with the Florida Department of Business and Professional Regulation with no pending complaints.
- Standard certification by the State of Florida Department of Business and Professional Regulation as an inspector and plans examiner.
- Provisional certification will be acceptable for one (1) year from the date of hire prior to obtaining standard certification.
- Must have a valid motor vehicle operator's license.
- Must possess a valid drivers license with an acceptable driving record.
Qualifications
- Thorough knowledge of the Florida Building Code and other applicable codes, standards, and regulations.
- Thorough knowledge of the design and construction of modern residential and commercial buildings.
- Thorough knowledge of the theories and principles of civil engineering.
- Ability to read, interpret and evaluate architectural, structural, electrical, plumbing, and mechanical details of construction plans against code requirements and sound construction practice.
- Ability to read, interpret and evaluate complex technical information, engineering calculations, test reports, and engineering specifications.
- Ability to perform complex engineering computations and calculations in the evaluation of proposed building construction projects.
- Ability to evaluate new building materials and products and make effective recommendations for their approval or disapproval.
Skills
- Apply technical knowledge and follow proper processing procedures to examine permit documents.
- Communicate clearly and concisely, both orally and in writing.
- Communicate in Spanish is a plus.
