Strategic Program Manager
About the role
The Strategic Capture/Program Manager will lead strategic capture and program delivery initiatives within the CMS Sector, driving innovation, modernization, and operational excellence.
Responsibilities
- Engage with cross-functional teams to advance IT, cloud, and modernization strategies, roadmaps, and implementation plans.
- Support daily operations within the CMS Sector, ensuring effective program execution, issue resolution, and performance tracking.
- Drive business development and capture efforts, including opportunity shaping, proposal input, color team participation, and development of staffing plans.
- Initiate and manage job requisitions for key personnel aligned with capture and delivery needs.
- Administer and maintain relevant SharePoint sites to ensure documentation integrity, collaboration access, and functional structure for Bid and Proposal and operational workflows.
- Provide executive-level briefings, risk assessments, and strategic recommendations to senior leadership to support decision-making and growth of the CMS Sector.
Requirements
Must currently possess a Public Trust clearance level and be able to obtain a Public Trust clearance level. Must have 5+ years of related experience and a Master's degree. Must have experience leading complex IT, cloud, or modernization programs, understanding capture processes, proposal development, and federal acquisition lifecycle. Must have demonstrated expertise in CMS strategy, modernization initiatives, and enterprise transformation. Must have experience with program management, P&L accountability, organizational leadership, and executive communication. Must have familiarity with Agile transformation, DevSecOps, and modernization methodologies. Must have experience building or managing SharePoint sites in support of program or B&P activities.

$129,813 - $172,500
