About the Opportunity

The Strategic Procurement Manager will step into a highly critical, high-visibility leadership role within the global supply chain management division, engineered to drive capital efficiency and continuity of supply. This position takes complete operational and strategic ownership of end-to-end sourcing initiatives, high-value contract negotiations, and supplier relationship management (SRM). As the organization rapidly scales its physical network footprint, the Manager will serve as a vital cross-functional partner—collaborating with engineering, construction, and finance teams to optimize material pipelines, mitigate macroeconomic supply chain risks, and build a highly responsive, resilient vendor ecosystem.

Responsibilities

• Lead end-to-end strategic sourcing events, comprehensive supplier onboarding processes, and rigorous product prioritization frameworks to support massive capital infrastructure builds
• Author, implement, and govern a centralized procurement playbook designed to prioritize, secure, and schedule critical telecommunications hardware, fiber-optic cabling, and network routing materials
• Arcitect and maintain a multi-dimensional supplier scorecard and performance dashboard to monitor vendor service level agreements (SLAs), lead times, and financial health, dynamically adjusting purchasing strategies
• Formulate, standardize, and scale organizational Standard Operating Procedures (SOPs) to guarantee absolute consistency, transparency, and quality across all purchasing and contracting activities
• Proactively identify, monitor, and mitigate global and localized supply chain risks by architecting multi-sourcing strategies, material safety-stock parameters, and comprehensive business continuity contingency plans
• Collaborate closely with logistics, engineering, and regional deployment teams to align supply chain capacity with active construction timelines and network activation milestones

Requirements

• Possession of a Bachelor's degree in Supply Chain Management, Business Administration, Finance, Engineering, or a closely related field (or equivalent practical experience)
• A minimum of eight (8) years of progressive, hands-on professional experience in strategic procurement, global sourcing, contract management, and complex vendor negotiations
• Minimum of eight (8) years of direct experience utilizing enterprise resource planning (ERP) systems and advanced procurement software, with specific proficiency in SAP and Coupa platforms

Deep-seated structural knowledge of supply chain principles, commercial contract terms, legal protections, and strategic negotiation tactics

Preferred Qualifications:

• Ten (10) or more years of advanced, leadership-level experience in global supply chain and procurement management
• Proven leadership capabilities with a track record of driving complex, cross-functional initiatives and establishing strong stakeholder alignment
• Advanced, data-driven analytical skills with a demonstrated ability to synthesize operational datasets into actionable macro-level supply chain trends
• Direct, specialized familiarity with telecommunications inventory, outside plant (OSP) hardware, fiber optic technology, and construction materials
• Extensive experience orchestrating complex competitive bidding cycles (RFx, RFP, RFQ) and executing structural supplier risk-mitigation plans
• Hands-on technical familiarity with the SAP Materials Management (MM) module

Pay Range and Compensation Package

The target baseline salary framework for this position across the United States is $136,000 to $198,000 USD per annum. Final base salary placement will be calibrated dynamically during the hiring process based upon a comprehensive evaluation of the candidate's specialized telecommunications procurement tenure, geographic location, and technical system skills.
