Strategic Material Disposition Manager
What You'll Do
The Strategic Material Disposition Program Manager's responsibilities include managing and overseeing the Strategic Material Disposition program and personnel to meet safety, security, quality, and customer performance expectations, while ensuring compliance and implementation of all requirements that directly support the Strategic Material Disposition Program. These requirements include all pertinent laws, regulations, Executive Orders, and DOE Orders and requirements for management and disposition of recycle and excess materials for Y-12.
- Manages the daily operations/activities for the Strategic Material Disposition Program, including the Excess Supervisor and Recycle Supervisor, to meet federal and state requirements and Y-12 objectives/goals, which includes coordination with all Environmental, Safety, and Health (ESH) disciplines, Recycle Vendors, Property, Security, and customers
- Manages a multitude of Resource Conservation and Recovery Act (RCRA) and Toxic Substances Control Act (TSCA) regulated areas and containers in a safe, secure, efficient, effective, and compliant process
- Integrates, plans, and executes collection, management, shipment, and recycling of materials from all Y-12 facilities and offsite CNS managed locations to meet recycle vendor acceptance criteria, ES&H, security, quality, fire protection, and CONOPS requirements, and in compliance with all DOE Orders, procedures, plans, regulations, radiological/environmental permits, contingency/spill plans, and customer expectations
- Serves as the Subcontract Technical Representative for all Recycle Subcontracts and Sales Agreements
- Covers with Engineering, Production, Security, Supply Chain, ES&H, Projects, and Construction
- Interviews, hires, or makes hiring recommendations; evaluates performance, coaches and counsels; and rewards and disciplines employees, as appropriate; trains and develops staff

Minimum Job Requirements
- Bachelor's degree: Minimum 7 years of relevant experience.
- Fifteen (15) or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting. - In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., High School diploma and 3 years nuclear experience; or a DOE O 426.2A alternative).
Preferred Job Requirements
- Bachelor's degree in technical/science/engineering/other equivalent field plus five (5) or more years of experience in supervision, operations, environmental, material disposition, security, and technical functions
- Ability to meet 24-hour Hazwoper requirements, as well as Department of Transportation Hazardous Materials training, and Conduct of Facility Operations (Conops), RadWorker II, and Subcontractor training
- Ability to serve as a Technical Representative, and working knowledge of RCRA, polychlorinated biphenyls (PCB), environmental, security, and recycle and reuse requirements that form the basis of training needs
- Working knowledge of property, purchasing, Department of Transportation (DOT), the HMID process/system, environmental management systems, and environmental regulatory requirements, and a working knowledge of chemicals
- Working knowledge of Resource Conservation and Recovery Act (RCRA) and Toxic Substance Control Act (TSCA) regulations/requirements/etc.
- Effective communication skills (verbal and written), and the ability to work effectively in a team environment
- Ability to be comfortable in both office and field environments
