Strategic Information Systems Manager
Summary Statement
Serve as Manager for Delaware’s CCWIS project, providing strategic leadership, governance, and operational oversight to ensure system reliability, performance, security, and compliance. Direct day-to-day system operations, inter-agency integrations, and vendor activities to support the continuity of critical child welfare services. Oversee Agile delivery processes by ensuring sprint outputs, change requests, analytics enhancements, deployments, and hotfixes align with approved scope, timelines, quality standards, and acceptance criteria. Ensure adherence to security protocols, financial accountability, procurement compliance, and contract management, including the review and approval of vendor deliverables, contract amendments, and cost estimates.
About the Role
Organizes, staffs, budgets and directs a statewide strategic Management Resource Information System. Establishes long and short-term goals in order to meet strategic objectives of an integrated statewide automated information system. Monitors and evaluates system requirements in order to meet established goals and objectives. Develops, plans and implements major software enhancements and applications. Oversees the training and development of staff and agency personnel on the technical procedural use of system information. Develops project planning policies and procedures for statewide use. Implements special projects, responding to various requirements for information not otherwise provided by current system capabilities.
Essential Functions
- Organizes, staffs, budgets and directs a statewide strategic Management Resource Information System.

- Makes decisions regarding the direction and implementation of the system.
- Monitors and evaluates system requirements in order to meet established goals and objectives.
- Develops, plans and implements major software enhancements and applications.
- Oversees the training and development of staff and agency personnel on the technical procedural use of system information.
- Develops project planning policies and procedures for statewide use.
- Implements special projects, responding to various requirements for information not otherwise provided by current system capabilities.
Job Requirements
- Three years experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
- Three years experience in designing, developing and maintaining information systems.
- Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
