About the role

The position involves overseeing construction and maintenance of the City's storm water infrastructure. Key responsibilities include planning and implementing projects, supervising contractors, and coordinating with other departments.

Responsibilities

  • Assist in planning, developing, and implementing street and stormwater construction, maintenance, and rehabilitation projects.
  • Develop and recommend specifications for equipment, construction materials, and services.
  • Supervise and inspect completed projects by contractors.
  • Coordinate grading and drainage inspection, erosion and sediment control plans, and public improvement plans.
  • Manage drainage maintenance and annual general drainage work programs.
  • Cooperate with other departments on stormwater projects.
  • Inspect and coordinate major construction and rehabilitation projects.
  • Respond to emergency situations and provide technical assistance.
  • Manage operational planning, budget oversight, procurement coordination, and preventive maintenance scheduling.
  • Prepare cost estimates, monitor expenditures, evaluate contractor proposals, and ensure compliance with procurement and operational requirements.
  • Serve as a liaison for operational communication, address customer concerns, support public education, and provide on-site leadership.
  • Collaborate with public safety agencies during emergency situations.
  • Supervise assigned staff.

Requirements

  • A High School diploma or GED or higher and seven (7) years of street, flood control, or storm water construction and/or field operations experience, including three (3) years of supervisory experience.
  • A valid Texas Class "A" Commercial Driver's License (CDL) or equivalent from another state by time of application.
  • A Certified Floodplain Manager certification within one (1) year of appointment.

Qualifications

  • Education: A High School diploma or GED or higher.
  • Experience: Seven (7) years of street, flood control, or storm water construction and/or field operations experience, including three (3) years of supervisory experience.
  • Licenses and Certificates: Valid Texas Class "A" Commercial Driver's License (CDL) or equivalent from another state by time of application. Certified Floodplain Manager required within one (1) year of appointment.

Skills

  • Strong organizational and supervisory skills.
  • Ability to read and interpret engineering and construction plans.
  • Proficiency in managing budgets and contracts.
  • Knowledge of stormwater management and construction techniques.
  • Excellent communication and interpersonal skills.
