Stormwater Operations Coordinator / Public Works
About the role
The purpose of this job is to perform administrative, supervisory and technical functions associated with the construction, maintenance and improvements of streets and drainage systems. Duties and responsibilities include, but are not limited to: assuming the duties of Superintendent in his/her absence; assisting in planning and coordinating activities of construction and maintenance of streets and drainage systems; supervising work teams in the construction and maintenance of streets and drainage systems; coordinating construction projects; collecting data and preparing reports, cost estimates, assisting in budget preparation, perform inspections, respond to citizen complaints; instructing and disciplining assigned staff; and performing additional tasks as assigned.
Responsibilities
- Assumes the duties of the Streets and Drainage Superintendent in his/her absence.
- Coordinates construction projects with contractors, utility representatives, and management.
- Supervises the activities of Streets and Drainage work teams in the construction and maintenance of streets and drainage systems.
- Supervises construction and maintenance personnel; plans and coordinates work assignments; maintains work teams schedules; organizes and maintains schedule for emergency on-call personnel.
- Advises division employees of Athens-Clarke County and departmental policies and procedures; assures compliance with appropriate personnel; returns calls as necessary.
- Assists in establishing goals, objectives and performance targets, monitors supervisors and work teams performance; utilizes management practices to achieve goals and objectives.
- Responds to citizen complaints.
- Consults with supervisor to resolve operational and maintenance problems.
- Maintains preventive maintenance schedule for equipment and vehicles.
- Responds to routine requests for information from officials, employees, members of the staff, the public or individuals; responds to customer complaints concerning problems with streets and drainage services.
- Interprets plans and specifications.
- Sets and verifies grades when necessary.
- Operates a variety of vehicles and equipment, including heavy equipment requiring a CDL, as required.
- Assists in preparing annual budget; makes budget requests/recommendations; monitors expenses.
- Collects data and prepares reports on projects and programs.

- Uses knowledge of various computer software programs to operate a computer in an effective and efficient manner.
- Answer the telephone; provides information, advice and guidance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
Requirements
May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy. Emergency Position This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire, or other forced evacuations, or as determined by the Manager.
Qualifications
- Associate's degree in related field and three years of experience in coordination of construction projects and/or over site of work crew required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- Two Years Of Supervisory Experience Is Required.
Skills
- Knowledge of the principles, practices, and procedures of the Unified Government and the operations and functions of the Transportation & Public Works Department as they pertain to the performance of duties relating to the position of Operations Coordinator.
- Knowledge of management, human resource management/personnel and financial practices, policies and procedures as necessary in the completion of daily responsibilities.
- Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
- Knowledge of changes in policy methods, operations, budgetary and equipment needs, etc., as they pertain to departmental and human resource/personnel operations and activities.
- Knowledge of and proficient with computers.
- Ability to read, understand and interpret personnel and financial reports and related materials.
- Knowledge of Athens-Clarke County policies and procedures pertaining to construction, maintenance and improvements of streets and drainage systems.
- Knowledge of management, personnel, and financial practices, policies, and procedures as necessary in the completion of daily responsibilities.
- Knowledge of all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.
- Knowledge of street construction, maintenance, repair procedures and methods; surveying methods and equipment; Athens-Clarke County geography including street names, right-of-ways, and locations; and equipment operation, maintenance, and design specifications.
- Knowledge of computers software programs required to perform the duties of the position.
- Skill in supervision and in oral and written communications.
- Ability to assemble information and make written reports and documents in a concise, clear and effective manner.
- Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals.
- Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Unified Government of Athens-Clarke County as they relate to the Transportation & Public Works Department.
- Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.
- Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standard, and resolving problems.
- Ability to comprehend, interpret, and apply regulations, procedures, and related information.
- Ability to handle required mathematical calculations.
- Ability to operate streets & drainage equipment, vehicles (including CDL vehicles), hand and power tools and office equipment such as a computer, typewriter, calculator, fax machine, copier, etc.
