Stormwater Assistant Operations Manager

About the Role

This is an advanced supervisory, operations, and administrative role supporting senior leadership within the Public Works Stormwater & Vegetation Division. In this position, you will help organize, plan, and coordinate the activities of the Stormwater Operations Section, ensuring efficient day-to-day operations. You may oversee stormwater construction projects, culvert installation and replacement, stormwater facility inspections, and stormwater maintenance operations. You'll also partner with managers on long-range planning, regulatory compliance, environmental and safety initiatives, work plan development, documentation and recordkeeping, employee certification tracking, and training coordination. This role requires someone who can work independently, exercise sound judgment, solve operational challenges, and drive continuous improvement while helping the division operate efficiently and effectively.

Schedule

Tuesday - Friday, ten (10) hours, four (4) days per week.

Responsibilities

• Assists department to prepare and execute an annual budget and make procedural and operational recommendations.
• Implements work management plans in designated assignment areas.
• Implements countywide bridges, structures, and/or infrastructure maintenance management plans.
• Ensures compliance with federal and state statutes governing environmental law, health and permit conditions, and various codes.
• Provides guidance and direction in the preparation of formal technical presentations, contract specifications, and cost estimates for the division.
• Assists with interviews and selection of candidates, while providing managerial and technical guidance to supervisory, operational and administrative staff.
• Supervises and assists in the administration of personnel and human resource oversight and administration.
• Performs related work as assigned or required.

Qualifications

Education and Experience:

• High School diploma or an acceptable equivalency diploma (GED); four (4) years of experience implementing a stormwater program or construction within the State of Florida, or;
• Associate's degree in natural science, engineering, construction management, business administration, public administration, or related field and two (2) years of experience as described above, or;
• An equivalent combination of education, training and/or experience.
• Supervisory: One (1) year of supervisory experience or completion of supervisory training.

Additional Requirements:

• Possession and maintenance of a valid Florida Driver's License.
• FDOT Temporary Traffic Control (TTC) certification at time of hire.
• Assignment to work a variety of work schedules including compulsory work periods in special emergency, and/or disaster situations.

Skills & Knowledge

• Experience constructing stormwater systems, removal and installation of stormwater culverts, inspection of stormwater facilities, and general stormwater maintenance activities.
• Knowledge of modern techniques, methods, procedures, principles and practices of stormwater permitting.
• Knowledge of GIS and/or Mapping of County Assets (i.e. ditches, pipes).
• Knowledge and ability to lead and instruct work crews in repairing and/or replacement of stormwater systems.
• Ability to create and/or update performance reports and schedule multiple crew workloads.
• Ability to work closely with vendors to order special tools and materials as needed.
• Knowledge of federal, state and local regulations and restrictions pertaining to stormwater permitting, drainage, roadway and bridge maintenance.
• Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness.
• Ability to plan, direct, supervise, coordinate, organize, and inspect public works plans, programs, and activities.
• Ability to compare costs and production rates to established benchmarks and implement improvements to gain efficiency.
• Ability to analyze data collected by conventional or automated methods.
• Skill in written and oral presentation of reports.
• Ability to prepare, develop and present long-range plans.
