About the role

The Statewide Accounting Director leads the Statewide Accounting Section within the Accounting Services Division, guiding the preparation of major audited financial reports and overseeing state-wide accounting operations.

Responsibilities

  • Directs the preparation of the State of Minnesota’s major audited financial reports, including the Annual Comprehensive Financial Report (ACFR), Legal Level of Budgetary Control Report (LLBC), and the Single Audit Report.

  • Oversees the state’s general accounting operations, including maintenance of the statewide general ledger and the accuracy of key accounts such as cash, investments, and accounts receivable.

  • Leads and develops the Statewide Accounting Section’s staff, including the direct supervision of the section’s supervisors.

  • Establishes and implements statewide accounting policies and procedures to ensure consistent application of GAAP, compliance with state and federal laws, strong internal controls, and accurate financial data across all state agencies.

  • Serves as a key statewide expert and advisor on accounting and financial management issues, partnering with state agency finance professionals, leaders, policymakers, and auditors to provide accurate information and guidance.

  • Leads or coordinates special projects and statewide initiatives related to accounting, financial management, and process and IT system enhancements.

Requirements

  • Four (4) years of experience managing accounting functions for a large, complex organization, such as managing accounting operations or the preparation of audited financial statements and other audited reports and/or managing the internal or external audits of these functions.

  • A Certified Public Accountant (CPA) license in active or inactive status.

  • Demonstrated leadership, including experience as a supervisor, team lead, lead worker, or project lead in an accounting or auditing environment.

  • Interpreting, applying, implementing, and/or auditing GAAP for a large, complex organization.

  • Communicating accounting information, standards, or policies to diverse audiences, including agency leaders, auditors, policymakers, or finance professionals, in ways that support informed decision-making and maintain compliance with accounting standards and state and federal regulations.

  • Thorough working knowledge of governmental budgetary processes and statements.

  • Certified Public Finance Officer (CPFO), Certified Government Financial Manager (CGFM), or related certification specific to governmental accounting.

Qualifications

  • Master’s degree in accounting, business administration, public administration, finance, or a closely related field as determined by the agency.

Skills

  • Strong understanding of GAAP for state and local governments (i.e., Governmental Accounting Standards Board (GASB) statements).

  • Expert knowledge of state and federal regulations governing financial management requirements for the Minnesota state government enterprise, such as Minnesota Statutes or federal Uniform Guidance (2 CFR Part 200).

  • Experience managing general ledger operations in a complex financial system, including reconciliations, cash management, or accounts receivable oversight.

  • Experience leading significant accounting or financial system projects, such as the implementation of ERP replacements or upgrades, major changes to regulatory requirements, new accounting or auditing standards, or major financial management policies and procedures.

  • Thorough working knowledge of governmental budgetary processes and statements.
