• State governments
• Native American tribal governments (Federally recognized)
• Only state and tribal governments may apply. No private organization, religious, non-profit, or individual is qualified to apply.
• Only for state/tribal owned and operated skilled nursing, domiciliary, and adult day health care facilities.

Funding

• Estimated Total Program Funding: $275,000,000
• Award Ceiling: $275,000,000
• Award Floor: $260,000
• VA participation may not exceed 65% of total project costs.

Application Deadlines

• Applications are accepted on a rolling basis.
• To be included on the FY 2027 Priority List, applications must be submitted by April 15, 2026.

Program Description

Grants are available to State and Tribal Governments for construction or renovations of State/Tribal owned and operated Veterans Extended Care Facilities. Program is subject to Public Law 117-58 Build America, Buy America Act. Infrastructure projects must use iron, steel, manufactured products, and construction materials produced in the United States, with domestic content requirements for manufactured products exceeding 55% of total component costs, unless another standard applies. The Buy America preference does not apply to tools, equipment, and supplies such as temporary scaffolding, nor to movable furnishings not permanently affixed to the project.

Application Requirements

New grant applications must submit a complete initial application (Section A of the project checklist) on Grants.gov by April 15th to be eligible for listing on the Priority List for the next fiscal year. Once retrieved, applicants receive confirmation and an FAI number with a MAX.gov project page for subsequent submissions. Grants.gov is used only once per new grant application.

• A.9. Five-year capital plan for state's entire state home program
• A.10. Financial plan for state facility's first three years of operation
• A.11. Documentation that there is a reasonable basis to conclude that the facility when complete will be fully occupied
• A.12. Authorized state official's certification of the total number of state-operated nursing home and domiciliary beds and occupancy rate
• A.13. Authorized state official's certification that the number of state home beds does not exceed the requirement in 38 CFR 59.40 or justification for number of state home beds exceeding 38 CFR 59.40 based on travel distance

Application Notes by Project Type

• Renovation or Life Safety grants: Require items A.1.–A.7. only. Do not submit items A.8.–A.13.
• Adult Day Health Care, New Home Construction, or Bed Replacement: Require all items in Section A (A.1.–A.13.).

Additional Information

Section B and C application materials are submitted via email. Review governing regulation 38 CFR Part 59 before submitting an application. VA may remove from consideration any applicant that does not clearly advance the President's or VA's priorities, uses racial preference for eligibility criteria, promotes gender ideology, promotes or facilitates violations of immigration laws, or is a source of waste, fraud, or abuse. VA will not tolerate activity constituting acts of moral turpitude, scandalous conduct, or that brings the recipient, project, or VA into public disrepute, contempt, or ridicule.
