Technical Focus
The Stakeholder Engagement and Safeguards Specialist will support the Project Design Expert (PDE) to provide relevant information on stakeholder engagement activities, environmental, and social safeguards documentation, and institutional analysis as well as supporting in the preparation and report writing of field visits, workshops, and other project preparation activities in timely manner.
Tasks And Responsibilities
- Provide technical and operational support to the FAO project team in organizing and coordinating stakeholder engagement activities at national, provincial, and landscape levels, including preparing meeting materials, consolidating inputs, maintaining documentation, and coordinating logistical arrangements.
- Map and analyze stakeholders of the project, including government, NGO, private sector, Indigenous Peoples, local communities, and other entities at national, provincial and landscape levels.
- Support the assessment of the policy, legal, regulatory and institutional landscape defining the project context. Collecting essential baseline information, identification of stakeholder priorities, including project sites, project strategy, targeted investments, and the roles and responsibilities of each project partner.
- Support the assessment of the capacities and capacity needs of key project stakeholders, including beneficiaries.
- Social and environmental risks: In line with FAO and GEF guidelines, prepare a matrix of potential social and environmental impacts of project interventions and options for their mitigation and management to serve as a tool for addressing impacts, identify all relevant potential environmental risks and social concerns that may arise as a result of the project;
- Environmental and Social Management Plan (ESMP): Review the responsibility and capability of institutions at different levels (e.g. local, province and national) by compiling relevant information to support the management and monitoring of ESMP Implementation.
- Aid in gathering information to support a clear understanding of the institutional requirements, roles and responsibilities for adopting and implementing the ESMP.
- Based on a full understanding of the context and requirements, support the PDE in drafting the ESMP, including compiling inputs on activities, implementation arrangements, budget and monitoring procedures, and associated capacity building requirements.
- All outputs to be reviewed and finalized under PDE, LTO, and FAO Indonesia Project Team.
- Grievance Redress Mechanism: support the preparation of the Grievance Redress Mechanism
- Field Visits And Workshops Plan and organize field visits to target landscapes with support of FAO CO and MMAF
- Plan and facilitate the PPG inception and validation workshops, as well as any others as appropriate, in consultation with FAO and BPPE
- Prepare brief workshop reports, including lists of participants based on templates to be prepared by the Project Design Expert (PDE)
- Contribute to other components, as relevant, in addition to those specifically listed in the ToR.
