Stafford Brownfields RFP: Qualified Environmental Professional (QEP) Services

Request for Proposals (RFP)

The Town of Stafford is seeking proposals from Qualified Environmental Professional (QEP) firms to provide technical services for town-wide assessments at eligible properties selected for assistance through the Stafford Brownfields Program.

About the Role

The successful QEP firm will assist public and private property owners with site assessment and redevelopment planning for contaminated properties. The project is funded by a $500,000 four-year (FY 2024 -2028) Brownfields Community-Wide Assessment Grant from the U.S. Environmental Protection Agency (EPA).

Responsibilities

• Conduct comprehensive site assessments
• Develop redevelopment plans
• Assist property owners with permitting and regulatory compliance
• Provide technical expertise in brownfields remediation

Requirements

• At least 5 years of relevant experience in environmental consulting
• Proven track record in brownfields redevelopment
• Valid professional licenses and certifications (e.g., CPEM, CEREP)
• Strong communication and collaboration skills

Qualifications

• Bachelor’s degree in Environmental Science, Engineering, or related field
• Experience with EPA brownfields programs
• Knowledge of local, state, and federal environmental regulations

Skills

• Proficiency in GIS and mapping software
• Excellent problem-solving and analytical skills
• Ability to work independently and as part of a team

• Town response to questions: May 14, 2025
• RFP submission deadline: May 29, 2025
• Interviews with finalists: June 2025 (weeks 1 – 3)
