Staff Attorney Supervisor

This position is with the Department of Human Services (DHS), Office of Inspector General (OIG), Program Integrity Oversight (PIO) Division. The Staff Attorney Supervisor provides legal advice and directs litigation for matters related to regulatory oversight and enforcement of Medicaid-related programs. This role also supervises a team of attorneys, allocates unit resources, and advises senior leadership on legal matters impacting the OIG PIO division.

About the role

The Staff Attorney Supervisor directs and coordinates legal advice and litigation, determines resource allocation, and monitors staff performance on program integrity oversight and enforcement. The incumbent will interact regularly with DHS senior management, OIG executive leadership, the DHS General Counsel’s Office, the Minnesota Attorney General’s Office, and other internal and external partners regarding criminal, civil, and administrative actions involving the OIG.

This position is eligible for telework for applicants who reside in Minnesota or a bordering state, with supervisory approval and satisfactory performance. Applicants from bordering states must live within 50 miles of the primary work location. Approximately 5% travel is required.

Responsibilities

• Provide legal advice and consultation on regulatory oversight and enforcement of Medicaid-related programs.
• Direct and coordinate legal advice and litigation for the OIG Legal Division.
• Determine, secure, and allocate resources within the unit.
• Supervise, mentor, and foster professional development of a team of attorneys.
• Advise senior leadership on diverse and complex human services and data privacy matters.
• Build and maintain strong working relationships with internal and external stakeholders.
• Interpret complex state and federal laws, rules, and regulations.
• Engage with agency leadership and the General Counsel’s Office on litigation and legal issues with agency-wide implications.
• Draft and advise on the development of legislation and legal policy affecting the agency.

Requirements

• JD degree from an ABA-accredited law school.
• Current license and good standing to practice law in Minnesota.
• At least 5 years of experience as a practicing attorney in a relevant area of law, with at least 1 year in a supervisory or leadership role.
• Knowledge and experience with state and federal data privacy laws as they relate to human services programs.
• Strong legal research, analysis, and writing skills.
• Experience in one or more of the following areas: administrative law, civil litigation, or a closely related field.

Preferred Qualifications

• Subject matter expertise in administrative law, government data practices, contract law, and federal laws such as the False Claims Act, Medicaid waivers, Anti-Kickback laws, and related statutes.
• Experience handling legal issues related to state and federal laws impacting state agency programs and services.
• Experience identifying agency-wide implications of litigation and legal issues and engaging leadership and the General Counsel’s Office.
• Experience drafting and advising on legislation and legal policy affecting a state agency.
• Demonstrated leadership experience supervising professional legal staff, including team-building and communication skills.
• Ability to interpret complex state and federal laws, rules, and regulations.
• Experience working effectively with diverse backgrounds and cultures.

Additional Requirements

• Successful completion of a background investigation, including criminal background check, reference check, and fingerprinting (MNJIS/CJIS).
• Completion of Criminal Justice Information System (CJIS) Security Awareness training within 3 business days of employment and annual CJIS certification thereafter.

Pay

$48.44 - $69.21 hourly; $101,142 - $144,510 annually.

Schedule

Full-time, unlimited position. Day shift: 8:00 a.m. - 4:30 p.m., Monday - Friday.
