About the role

The State of Connecticut, Department of Public Health (DPH) is seeking a Staff Attorney 2 to join their dynamic team. This position focuses on reviewing, negotiating, and presenting cases involving licensed healthcare entities, supporting the Certificate of Need (CON) program.

Responsibilities

  • Review, negotiate, and present cases involving licensed healthcare entities
  • Support the Certificate of Need (CON) program, regulating specific healthcare facilities and services
  • Conduct legal research and draft CON determinations and decisions
  • Hold public hearings as a Hearing Officer
  • Oversee compliance for legal issues related to healthcare facilities and services
  • Participate in working groups and interact with hospital administrators, stakeholders, and the public
  • Provide information and advice to DPH leadership as required

Requirements

Minimum Qualifications:

  • Two (2) years of experience in the practice of law
  • Civil litigation or administrative hearing experience preferred
  • Experience drafting contractual instruments and negotiating complex settlements
  • Experience working within a team to manage projects and meet deadlines
  • Experience working with healthcare providers and other members of the healthcare community

Qualifications

Admission to practice law in the State of Connecticut is required.

Skills

Considerable knowledge of legal principles, practices, and procedures in Connecticut; legal research techniques; the Uniform Administrative Procedures Act; and the ability to interpret and apply relevant state and federal laws, statutes, regulations, and legislation; relevant agency policies and procedures; knowledge of the rules of evidence; criminal and constitutional law and legislative process; interpersonal skills; oral and written communication skills; ability to apply judicial decisions to the interpretation of statutes; comprehend, analyze, and organize technical data and coordinate elements of legal cases.

Pay

Salary calculations are not necessarily comparable between branches of state government. For current state employees, salary calculations are based on contractual language, reemployment, SEBAC, transfer, promotion, and merit employment rules.

Schedule

Full-time, First Shift, 40 hours per week, 8:00am - 4:30pm
