About the role
The State of Minnesota seeks up to two (2) Attorneys for the Legal and Compliance unit to provide expert-level legal guidance and expertise to MMCAP, a governmental cooperative purchasing organization for government facilities in all fifty (50) states.
Responsibilities
- Assisting in developing policies and protocols to ensure the smooth, effective, and legal operation of MMCAP.
- Providing legal review, technical assistance, and input to the MMCAP lines of businesses such as pharmaceuticals, wholesaler purchasing, and other healthcare products and services.
- Providing legal and technical assistance to MMCAP leadership, staff, and external attorneys on significant issues affecting its business.
- Providing legal advice in the development and evaluation of MMCAP policies and procedures for compliance with applicable laws.
Requirements
- J.D. degree from an accredited law school and license to practice law in MN.
- Four (4) years of experience in legal contracting, demonstrating professional contract drafting and negotiation, identifying and addressing legal and/or regulatory issues in agreements, reviewing contracts for compliance with applicable state or federal statutes, rules, and procurement requirements.
Qualifications
- Demonstrated knowledge of federal and state laws relating to procurement, antitrust, and/or group purchasing organizations.
- Interpersonal skills demonstrating the ability to navigate sensitive or complex situations, influence outcomes, and reach consensus with diverse external federal, state, and local stakeholders.
- Written and verbal communication skills to draft formal policies and convey nuanced legal information to varied audiences and maintain effective working relationships with member states, vendors, federal partners, and internal leadership.
- Effective computing skills in a PC environment (e.g., Microsoft Word, Excel, Outlook, Adobe Acrobat, etc.).

- Experience working with a wide variety of individuals with different backgrounds and at different position levels.
