This opportunity is part of an emergency recruitment to address the homelessness crisis declared by the LA County Board of Supervisors. The County is expanding its response to housing, mental health, and substance use challenges. Under the emergency order, applicants may be hired for an initial period of up to 90 days, with the possibility of permanent employment based on performance assessment.

About the Role

This position researches, analyzes, and recommends improvements for resource deployment, operations, and programs with department-wide impact within DHS. Staff Analysts serve as technical experts and consultants to management, focusing on major health service areas, effective resource use, program implementation, and policy refinement. The role involves special assignments and projects as directed.

Responsibilities

  • Analyze department services and recommend contracting-out opportunities; develop Requests for Proposals, evaluate bids, select vendors, and coordinate transitions.
  • Research and develop contracts with the private sector for major department-wide functions and services.
  • Negotiate with state or federal agencies to secure grant funds and advocate for flexible use of funds.
  • Represent the department in negotiations with the state on health service contracts.
  • Recommend program changes and operational solutions to enhance service efficiency and effectiveness.
  • Act as a team leader for other analysts when required.
  • Perform special assignments and projects as directed.

Requirements

Minimum Requirements:

  • Option I: Four years of experience in a staff capacity analyzing and recommending solutions for organizational, program, procedural, budgetary, or personnel issues.
  • Option II: One year of highly responsible administrative or staff experience at or above the level of Assistant Staff Analyst, Health Services, in Los Angeles County.

Staff capacity is defined as work involving research, analysis, and recommendations to line managers on personnel utilization, fund allocation, workload management, and program procedures.

Experience at the level of Assistant Staff Analyst, Health Services includes assisting in research, analysis, and recommendations for resource deployment and program refinement within a healthcare setting.

Qualifications

  • A valid California Class C Driver’s License or the ability to use alternative transportation for job-related functions.

Physical Demands

This is a Physical Class II - Light position, involving occasional light lifting (up to 10 pounds), bending, stooping, or squatting. Considerable ambulation may be required.

Additional Information

  • Appointees may be required to work any shift, including evenings, nights, weekends, and holidays.
  • Vacancies are located within the Office of Diversion and Reentry.
  • Before the end of the initial 90-day work period, performance will be assessed. Successful candidates may be considered for permanent appointment.
