This opportunity is part of an emergency recruitment to address the homelessness crisis declared by the LA County Board of Supervisors. The County is seeking qualified individuals to help expand its response in areas such as housing, mental health, and substance use. Under the emergency order, applicants may be hired for an initial period of up to 90 days, with the possibility of permanent employment based on a performance assessment.

About the Department

The Los Angeles County Department of Health Services (DHS) is the second-largest municipal health system in the nation. DHS operates 23 health centers and four hospitals, serving over 500,000 patients annually with a workforce of more than 23,000 and an annual budget exceeding $8.4 billion. DHS also manages the Emergency Medical Services (EMS) Agency, the County's 911 emergency response system, and the Office of Diversion and Re-entry, which connects vulnerable populations—including those released from correctional facilities—to supportive housing. About the Role

Assistant Staff Analysts in Health Services Community Programs assist in research, analysis, and recommendations for deploying resources and implementing or refining operations and programs within DHS. Positions in this class are distinguished by their responsibility for organizing and executing assignments with relative independence, analyzing and recommending improvements for resource use, program implementation, and management practices with department-wide impact.

Responsibilities

  • Participate in budget planning for major health service programs and departments.
  • Analyze preliminary budget requests, conduct studies of financial performance and cost-effectiveness, perform revenue forecasts, and prepare budget recommendations for management.
  • Develop annual budgets for assigned DHS line budget units, monitor expenditures, and prepare financial activity summaries for management.
  • Analyze, evaluate, and make recommendations for organizing, staffing, financing, and operating major new departmental functions or modifications of existing programs.
  • Analyze, evaluate, and recommend improvements for purchasing, leasing, equipping, and space planning of major departmental facilities.
  • Conduct management studies of departmental organizations to assess management practices, organization, staffing, and financing; identify problem areas; and develop solutions.

Requirements

Selection Requirements:

  • Option I: Three years of experience in a staff capacity analyzing and making recommendations for solving problems related to organization, program, procedure, budget, or personnel.
  • Option II: Two years of highly responsible administrative or staff experience at the level of Administrative Assistant III, Assistant Hospital Administrator I, Contract Program Auditor, or higher.

Definitions:

  • Staff capacity: Work involving research, analysis, and recommendations to line managers on personnel utilization, fund allocation, workload, and program procedures.
  • Administrative Assistant III: Defines, analyzes, and recommends solutions for complex operating, budgetary, and management problems, and participates in implementing solutions.
  • Assistant Hospital Administrator I: Assists in hospital administration by managing and coordinating supporting services for patient care programs in a small hospital area.
  • Contract Program Auditor: Conducts program evaluation audits of hospitals, day-care centers, and related health facilities to ensure quality of care is maintained by contracted agencies.

Qualifications

  • A valid California Class C Driver's License or the ability to use alternative transportation for job-related functions.
  • Physical ability to perform light administrative and clerical duties, including occasional light lifting (up to 10 pounds), bending, stooping, or squatting, with considerable ambulation involved.

  • Appointees may be required to work any shift, including evenings, nights, weekends, and holidays.
