Work Location: Anchorage

This is a regular exempt Anchorage-based position on an urban schedule of a 40-hour week or 9/80-work schedule. At least twice a month, the individual in this role may be required to be on call and potentially travel and work outside of normal hours to support scheduled maintenance, patches, and other activities.

About the Role

This position provides operational oversight and management of contracts or contractors responsible for installing, maintaining, modifying, and troubleshooting a variety of complex communication systems and electronics equipment. This includes:

  • Microwave and fiber-based digital communications systems
  • Traditional voice and IP-based telephony systems
  • Voice mail systems
  • Business networks
  • Cellular and satellite-based telephony
  • 2-way radio systems
  • Intercoms, public address, and paging systems
  • Video teleconferencing and cable distribution systems

The role involves lifecycle analysis and evaluation of communication systems, recommending and supporting upgrades, and interfacing with vendors and internal customers. The position oversees projects related to voice, business, and telecommunication networks, playing a key role in developing and implementing a comprehensive electronic communications strategy.

Responsibilities

  • Install, maintain, and support telecom services ensuring reliable data and voice communications for operations and business networks.
  • Provide operational oversight and management of contractors responsible for communication systems and electronics equipment.
  • Conduct lifecycle analysis and recommend upgrades or replacements for communication systems.
  • Interface with telecommunication vendors, service providers, and internal customers.
  • Lead projects for renewal or extension of voice, business, or telecommunication networks, radio, and other electronic communication systems.
  • Develop and implement a comprehensive electronic communications strategy and lifecycle renewal of associated infrastructure.
  • Perform business analysis, system design, project planning, implementation, maintenance, and support of enterprise electronic communication systems.
  • Oversee the development and maintenance of standards and operating procedures for electronic communication equipment.
  • Support the introduction of new communications infrastructure or devices, coordinating with contractors and vendors.
  • Develop, supervise, and/or conduct communications-related training for employees.
  • Participate in planning, budgeting, and project management for communication systems.
  • Support activation of Alyeska's Crisis and Incident Management centers for training, drills, or actual events.
  • Respond to state and federal regulatory agencies for information requests as directed.
  • Review and audit telecommunication invoices to ensure compliance with contract terms.
  • Establish and coordinate a preventative maintenance program for assigned systems and equipment.
  • Assess the condition of equipment and recommend purchases as necessary.
  • Maintain documentation and standard procedures for communication infrastructure.

Requirements

  • Bachelor's degree or equivalent experience (three years of related experience may substitute for the degree on a year-for-year basis).
  • Three years of related experience in voice communication systems, systems analysis, network services in a corporate environment, Microsoft suite (Teams, Azure, Teams Telephony, O365), or contract compliance.
  • Advanced technical knowledge of telecommunication systems and service delivery.
  • Advanced written and verbal communication skills.

Preferred Qualifications

  • Four to five years of related experience in voice communication systems, systems analysis, network services, or contract compliance.
  • Working knowledge of various types of communication equipment and transmission media.
  • Experience with cable distribution systems, including IEEE standards.
  • Advanced knowledge of voice and data communications systems, equipment, and lifecycle analysis.
  • Knowledge of Land Mobile Radio (LMR) systems and FCC compliance.
  • Experience with data networks, capacity management, routing, and troubleshooting.
  • Ability to create, read, interpret, and update circuit diagrams, blueprints, and electronic schematics.
  • Familiarity with policies, regulations, and guides pertinent to telecommunications.
  • Ability to gather, correlate, summarize, and interpret technical information and data.
  • Strong project management skills and ability to coordinate implementation of services.
  • Ability to build and maintain effective working relationships with diverse personnel.

  • Work under pressure and handle unexpected problems or tasks.
  • Plan, organize, and prioritize workload with minimal supervision.
  • Serve as the Telecommunications lead in the absence of the Telecom Lead.

  • Regular exempt position with a 40-hour workweek or 9/80 schedule.
  • On-call duties required at least twice a month, with potential travel and work outside normal hours.
