Sr Program Planning and Scheduling Manager

About the role
The Senior Program Planning and Scheduling Manager provides strategic leadership in developing, managing, and optimizing integrated master plans and schedules for complex, high-stakes programs in aerospace and defense. This role ensures alignment with program objectives, drives risk management, resolves high-level conflicts, and mentors planning and scheduling teams to advance project execution and continuous improvement.
Responsibilities
- Oversee the preparation, development, and coordination of integrated master plans and schedules for highly complex and strategic programs.
- Ensure effective tracking and maintenance of project plans and schedules to guarantee horizontal and vertical integration across the enterprise.
- Lead advanced risk analysis efforts to identify, assess, and mitigate significant schedule risks, ensuring robust project execution.
- Resolve critical path and network logic conflicts using advanced project management techniques, including Gantt, PERT, and milestone charts.
- Evaluate schedule compliance at an organizational level, identifying and addressing underlying reasons for major completion shortfalls through strategic interventions.
- Prepare and present highly detailed and insightful reports and presentations on schedule status to senior stakeholders and executive leadership, providing strategic insights and actionable recommendations.
- Foster and enhance collaboration with cross-functional teams to ensure accurate, timely, and comprehensive scheduling data, promoting effective communication and coordination.
- Champion the development and implementation of advanced scheduling best practices, supporting program management and driving continuous improvement initiatives.
- Mentor and guide junior and intermediate analysts on advanced scheduling techniques and best practices, fostering a culture of learning and professional development.
- Actively participate in strategic planning and decision-making processes, leveraging scheduling expertise to influence and shape organizational strategy and priorities.
Requirements
- Bachelor’s degree in Project Management, Engineering, Business Administration, or a related field.
- 11+ years of experience in program planning and scheduling, with at least 4+ years in a leadership role.
- Relevant experience may substitute for educational qualifications; in the absence of a degree, a minimum of 15 years of related experience is required.
- Proven leadership abilities, including change management, mentoring, career development, training, succession planning, accountability, and performance reviews.
- Advanced skills in Microsoft Project Professional or similar scheduling tools, and familiarity with Earned Value Management (EVM) tools.
- Proven experience in developing and maintaining resource-loaded integrated master schedules, including detailed schedule analysis, health assessments, schedule risk assessments, and critical/driving path analysis.
- Ability to obtain and maintain a Secret U.S. Security Clearance (U.S. citizenship required).
Qualifications
- Extensive experience with project management tools such as Microsoft Project or similar schedule toolsets.
- In-depth knowledge of Earned Value Management (EVM) principles and systems.
- Comprehensive understanding of DCMA 14-point & IPMDAR DI_MGMT-81861.
- Strong understanding of Mil Standard 881.
- Proven experience with Earned Value Management Systems (EVMS).
- Advanced application of Critical Path Analysis and Schedule Risk Analysis.
- Proficient in Schedule Performance and Health Metric Analysis.
- Strong knowledge of engineering design and life cycle concepts.
- Expert ability to assemble and build Integrated Master Schedules (IMS).
- Deep understanding of Event versus Product-based schedules.
- Proficient in Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) development.
- Thorough understanding of Work Breakdown Structure (WBS) development.
- Experience in coaching, mentoring, and teaching team members.
- Ability to work across multiple software systems and comprehend system relationships.
- Ability to develop and conduct relevant stakeholder learning sessions.
- Strong foundational understanding of Program Management processes.
- Knowledge of DoD, government contracting, and/or public auditing policies, standards, and procedures.
- Ability to support the development and delivery of key employee training, including onboarding, continuous education, and certification testing.
- Experience spearheading the coordination, generation, and integration of Schedule Risk Assessments (SRA) for enterprise-level projects.
- Ability to drive the analysis of schedule data to uncover critical risks and opportunities.
- Experience presenting high-level, strategic reports and insights to executive leadership and key stakeholders.
